The financing of concession contracts in the health sector enters a new phase next year. According to the draft budget, two of the system's most important and costly contracts, the one for the sterilization of surgical instruments and the one for the provision of dialysis services, end in 2026.
Data shows that payments for sterilization peak in 2025 at around 1.9 billion lek, before falling sharply in 2026 to just 500 million lek, then closing completely.
The same trend is observed for the dialysis contract, where funds from 960 million lek in 2025 reach 815 million lek in 2026, to be closed at the end of next year.
The figures show that the state budget will be gradually freed from the two heaviest financial commitments in the health system, which were controversial due to high costs.
The approximate value for budget financing for the two sterilization and dialysis contracts totaled around 250 million euros over 2016-2026.

The sterilization contracts for surgical and dialysis instruments, both signed in 2016 for a ten-year term, have been among the most costly for the health budget.
Both of these contracts have been the subject of investigations by justice institutions and have been frequently mentioned in reports by the Supreme State Audit Office as examples of a lack of cost analysis and overestimation of the services provided.
The sterilization contract, in particular, has been accompanied by accusations of cost inflating, unjustified payments, and questionable procurement procedures that have included investigations by SPAK. The dialysis agreement has also been criticized for higher prices compared to countries in the region and for poor implementation in some regional hospitals.
The laboratory contract that remains in force is increasing the costs of financing from the budget year by year. This project has also been criticized for weaknesses in the drafting of the PPP contract, large budget financing and lack of transparency in performance reporting. / Monitor
