
Albania is taking steps towards abolishing "Roaming" fees with the European Union and thus putting an end to high phone charges when traveling abroad. A new draft law, which has just been published for public consultation, aims to amend the law on electronic communications to enable what is called "Roaming Like At Home" with European Union countries.
This change means that any Albanian citizen traveling to Europe will be able to use the internet, make calls or send messages at the same prices they pay in Albania, without having to buy foreign cards or turn off their phone for fear of high bills.
The Albanian state has seen this initiative as a necessity to integrate more quickly into the European digital market. To make this a reality, the Electronic and Postal Communications Authority (AKEP) will have a very important role. It will cooperate closely with BEREC, which is the body that regulates the telephony market throughout Europe. AKEP will have the right to set price ceilings (maximum tariffs) and rules for "fair use", so that mobile companies do not abuse tariffs against citizens.
Another very important point that affects our pockets is the regulation of termination rates. The new rule ensures that calls coming from EU numbers to Albania do not cost more than a single maximum rate, the so-called "Eurotariff". This means that communication with relatives living abroad will become much cheaper and more accessible for everyone.
To ensure that these rules do not remain only on paper, the draft law foresees strong punitive measures. Operators who do not respect the new tariffs or AKEP decisions will face heavy administrative fines. Although these changes require a major institutional commitment, they will not have any additional cost to the state budget. The only beneficiaries will be citizens and businesses, who will have more freedom of movement and communication with the rest of Europe./ SCAN
