Exporters have again opened the debate that the fall of the euro in the country is being influenced by informal money.

The phenomenon is not denied in the official reports for Albania. In a 2019 study, the IMF supports the assessment that Albania and the countries of the region have almost 1/3 of the economy informal. In the ranking, Albania is last, while Kosovo is first. But, despite this fact, no country in the region has had a strong appreciation of the national currency, like Albania.

The construction sector and real estate activities are again targeted for the largest circulation of informal money. During 2022, construction activity expanded, but the figures show that housing loans from individuals and commissioning contracts did not increase in parallel.

Experts are of the opinion that without combating informality, the interventions of the Bank of Albania in the foreign exchange market will not work.

"If the situation is seen as worrying, both from the government's side, but also from the Bank's side, intervention in a more macro plan is needed. Informality must be fought, the source of these flows must be seen, the way they are channeled to be invested, and only then, the intervention through monetary policy instruments, can give the expected effect", says expert Igli Tola .

The strengthening of the national currency by 12% in the span of 7 months was considered an abnormal development by the Bank of Albania. In addition to controlling the flow, the country has also failed with the de-euroization policy, while citizens prefer to receive savings and loans in the European currency.
