It is a problem for about 1 million Albanian citizens in exile who do not have a biometric identification document from the Albanian state.

The Albanian Constitution stipulates that every Albanian citizen aged 18 and over has the right to vote, unless this right has been individually revoked by a court decision or medical decision. According to the CEC, this right is currently enjoyed by around 3.73 million Albanian citizens (around 1.93 million here and around 1.8 million abroad).

But in order to exercise the right to vote, Albanian citizens must have a biometric identification document (identity card or passport) issued by the Albanian state, so that the voter's face matches their registered photo in the Albanian Civil Registry database.

This is not a problem for the 1.93 million voters here (even someone who does not have a biometric identification document can produce it here until the election). But it is a problem for about 1 million Albanian citizens in emigration who do not have a biometric identification document from the Albanian state.

Theoretically, voters in emigration without an Albanian biometric document can register with the CEC with a biometric document from the country where they live. But in order for the CEC to verify that the document was not created with Photoshop, the countries there must create the possibility for the CEC to enter their databases. Only the matching of the data provided by the applicant with the data that the respective country has about him can ensure that the applicant is real and not a forger.

Whoever (rightly) demands that 1 million Albanian voters without biometric documents have the opportunity to vote on May 11th has remembered too late. The Albanian state should have started negotiations with various countries at least a year ago, to create access for the CEC to the relevant databases. But anyway, few foreign countries would accept...
