Are we prepared to face accidents, natural disasters, acts of sabotage, let alone any military aggression...?

The accident at the Vlora water supply showed two weak points in our functioning as a state and government.

1-Reaction to the event

Leaving a city without water is an act of terrorism, if done intentionally. Therefore, the first thing to do in such cases is communication. Residents need to be clarified, made clear, informed: What happened? Why did it happen? And, how long will it last and how will they be helped to overcome the situation?

Instead of transparency, local authorities chose to cover up the event, influencing the news not to spread, wrapping the accident in even more mystery. The mayor called it a natural disaster (as if a meteor had fallen), the prime minister called it magic, or the evil eye. It took 5 days for a politician, Blendi Çuçi (responsible for Vlora in the Socialist Party) to publicly apologize to the residents for the suffering they experienced.

2-Management and coping with the event

A group of workers, without any protective equipment, worked in almost primitive conditions. Why did the serious accident occur? Was it the fault of the old pipe? Such networks, made of plastic material, live for hundreds of years. A hydro-technical specialist wrote that the damage could come for two reasons: An external factor (other works that affect) or the injection of water with a pressure greater than that which the network can withstand, according to the design conditions. Is there an engineering conclusion?

Why did you suffer so much for the connection of a meter of pipe, was the accident really that serious, or are our conditions and technical knowledge so low? The efforts of the workers to assemble the sleeve brought from Turkey, by hitting it with graves, lead us more to the latter. Do our water supply companies have hydro-technical engineer personnel, or are these processes left in the hands of workers who also unblock sinks and manholes?

Our cities grow chaotically. Find a vacant lot and build, without asking about the capacity of the water supply network, sewage systems or electricity lines. And then we intervene, add pipes, dig canals and tie wires to poles.

Above all: Are we prepared to face accidents, natural disasters, acts of sabotage, let alone any military aggression...?

What if we had installed gas and were faced with a gas leak instead of water, what would we do?

After the show of escorting the manicotti with a special police escort from the airport ends, the case must be subjected to serious analysis, to understand how capable we are of responding to and managing cases of disasters or accidents, even as minor as this one involving the Vlora water supply.
