Berisha says at the meeting, accusing Ylli Pango of lobbying the presidents of football clubs, that if there are correct procedures, there is no sports field in Tirana.

The SPAK file that declares Sali Berisha a defendant for passive corruption, in connection with the privatization of the "Partizani" club, has scandals in every chapter or paragraph of it. Some have come out and talked for a long time with illegal procedures and the transfer of a property that does not exist in any register.

But the most serious scandal is found in the minutes of the government meeting dated June 18, 2008. The minutes of the government meeting of that date are reflected in the SPAK file.

Meeting, where the Minister of Foreign Affairs, Lulzim Basha and the Minister of Culture and Tourism, Ylli Pango, were absent. Who were represented by the respective deputy ministers Anton Gurakuqi and Ekrem Spahia.

At the meeting of June 18, 2008, a proposal by Minister Ylli Pango for a review of law no. 9376 dated 21.04.2005 "For Sport".

Pango proposed that sports facilities can be leased or owned by third parties without changing their destination. Which means that every sports facility must remain sports.

But at the government meeting, Sali Berisha openly shows that he is upset by Ylli Pango's proposal and attacks Ekrem Spahia mercilessly.

Berisha is enraged by the idea that one of his ministers is opposing the privatization of Club Partizani. And as it happened afterwards, it turns out that even the "9 minutes" dismissal of Pango, it seems clear that there was neither a political nor an electoral motive, but it is directly related to the privatization of Partizani Club.

In the SPAK file is the dialogue between Ekrem Spahia and Sali Berisha, which is actually an open pressure, not for the ears of a deputy minister without weight and power, but for all those DP politicians who oppose the will of the Berisha family.

In fact, the prime minister clearly says that not only the Partizani club will have to be privatized, but also the stadiums and other sports grounds.

Berisha says at the meeting, accusing Ylli Pango of lobbying the presidents of football clubs, that if there are correct procedures, there is no sports field in Tirana. And I mention at the beginning the "Qemal Stafa" Stadium, the "Partizani club" and the "Dinamo" cube.

"There are no stadiums in Tirana, if I were the mayor, he did it, I congratulate him. "Stadiums should not be in the middle of the city, they should be on the side," emphasizes Sali Berisha.

Only if you look at the minutes of the government, you will clearly see that Sali Berisha informs every minister that they should not hinder the will of his family.

At the government meeting on June 16, the government decides the changes in the Law on Sports, allowing that when it owns the sports facilities it is given to them, leaving them a free hand to change the destination, while if they are given in concession, the destination must not be changed , so the property should be used as a sports ground.

The draft law was approved on July 21, 2008 and entered into force on August 16, 2008.

Ylli Pango, Minister of Culture at the time, when asked by SPAK, stated that the privatization of sports facilities came as a result of a request by the Prime Minister for line ministries to prepare the acts.
