The Special Committee on Territorial Reform held its next meeting in the Assembly today, where, according to sources, no agreement was reached on the agenda, thus marking the closing of the work phase of this committee.

Sources indicate that the Socialist Party is expected to present its proposal only for the new territorial map, which will determine the number of municipalities into which the country will be organized.

According to the same sources, the majority's proposal envisages that Albania be divided into around 40 to 50 municipalities, out of the 61 that currently exist.

The approval of the new territorial map is expected to take place on July 23. Then, in the new parliamentary session, amendments to the law on local self-government and the law on local finances, which are related to the changes brought about by the new administrative division, will be reviewed and approved.

Meanwhile, there are also developments in the Electoral Reform process. The Special Commission for the Implementation of Electoral Reform has requested an extension of its operating deadline until November 30, 2026.

The request is expected to be considered at the next meeting of the Conference of Presidents.

According to the request, the extension of the mandate is sought to give the Commission more time to complete a full and comprehensive electoral reform.

The document argues that the process has taken longer due to the high number of recommendations and opinions that need to be reviewed, as well as the fact that the Venice Commission's assessment has recently arrived, requiring analysis and reflection on the drafts being drafted.
