Kuçana requested a vote on a resolution that provides support for civic protests, a return to the principles of Re-establishment, and the "eradicating mulism," but the request was rejected as it was not part of the agenda.

The meeting of the National Council of the Democratic Party was accompanied by debates, after Sali Berisha blocked the resolution proposed by Ilirjana Kuçana, for what she calls the "militization" of the DP. 

The clash occurred immediately after Berisha presented the names proposed for the Democratic Party leadership positions. At that moment, Kuçana took the floor and demanded that the resolution she submitted 24 hours earlier be put to a vote.

" Please, I have a request that I submitted 24 hours ago. We are members of the National Council ," said Kuçana.

The request was opposed by the chair of the meeting, Julja Emiri, who emphasized that the National Council had an approved agenda and that statutory procedures did not allow for consideration of the resolution at that time.

" There is an agenda today and we will continue with the agenda first ," the Emir replied.

Sali Berisha also intervened in the debate, saying that the presentation of resolutions is regulated by the Statute of the Democratic Party.

" Iliriana, submitting resolutions has its own rules. You will absolutely have the right to submit as many times as you want, but only according to the rules. Read the statute... We cannot write the statute here now. I have answered you and told you: follow the statute ," Berisha addressed the member of the National Council.

Ilirjana Kuçana's draft resolution contains a package of proposals and criticisms about the way the Democratic Party functions.

In the political part, the document requests that the Democratic Party declare unconditional support for the civil protests against the government, calling on its members and supporters to join the protests as citizens, without taking on the responsibility of organizing them. The resolution also proposes that the DP officially support the protest demands, including the resignation of the government and the creation of a caretaker government, as well as condemn police violence against the protesters.

The document also contains criticism of the internal state of the Democratic Party. Kuçana argues that the party has moved away from the principles of the Re-establishment and that the opening process has produced, according to her, "a new bunkerization" of the leadership.

Another point of the resolution is related to the final list of members of the National Council. The author claims that the list does not match the one voted on by the National Assembly and demands the reinstatement of the voted list, as well as taking measures against the persons responsible for the changes.

The most critical part of the document is what Kuçana calls "the eradication of mulism" within the Democratic Party.

The resolution states that "mulization" is a leadership model that turns the party into a "clan estate", where leadership positions are filled through closed appointments, undermining meritocracy and fair competition. The document calls for transparency in the selection of the Secretary General, vice-chairmen and secretariats, as well as an end to practices that, according to the author, have deformed the internal democracy of the Democratic Party.

The resolution also proposes the establishment of an Intellectuals' Forum and a Student Forum, as well as the establishment of an ethical standard that prohibits the holding of leadership positions by individuals with business interests directly or indirectly linked to the government.

Despite the debate, the meeting leaders did not put the draft resolution to a vote, arguing that its consideration should be carried out according to the procedures provided for in the Democratic Party Statute.
