It has become tiresome now that the responsibility is returning to the individual, but one thing remains disturbing, the perception of corruption by Rama and his whole footprint. It is not enough to convey responsibility to subordinates, but you must give confidence and courage by showing that you know how to take responsibility...
A few years ago, "Independent" listed respectively Romania, Bulgaria and Croatia (which have escaped the "name": the countries of the Western Balkans), as the most corrupt countries in the EU, referring to a study by the European Parliament, which at the time (year 2016) revealed that corruption in all of Europe cost almost 800 billion pounds per year!! A staggering amount, which was equal to almost 6.3% of the EU's overall GDP, which was raising the idea of creating a European Public Prosecutor's Office as a way to crack down on corrupt practices. While the situation in these countries has improved in recent years, it seems that in other countries, such as Albania, the state of corruption leaves much to be desired. Albania's position, as far as corruption is concerned, has remained at 36 points, far below the world average of 43 points.
While Eurosceptics dealt with the consequences of the Balkans' membership, Albania achieved the highest anti-corruption results precisely in 2016-2017, when the country was marking significant improvements in democracy and, above all, support for law enforcement. It was Rama's first mandate. It was the beginning of the Justice Reform. Lots of hope. Passing over the years, Albania went back to its trend. And, today, in the report of the Corruption Perception Index, carried out by "Transparency International" for the year 2022, Albania is ranked 101st out of 180 countries in the world for the level of corruption, with only 36 out of 100 points. To show the extent of this perception, we emphasize that we are behind other countries, where Montenegro ranks 65th and Kosovo ranks 84th in the same review.
What worries the public today, especially after the mega scandal of the incinerators, which is not yet taking its proper form, is that corruption is not yet receiving the big blows. And it is not difficult to perceive it in Albania. The super expensive cars, the luxury (camouflaged) vacations of the politicians, the difference in living standards is getting scary. The most tiresome is the one related to institutional corruption and the Ahmetaj case is revealing a lot, although it is still the beginning. In the last few hours, we have been faced with a problematic situation warned in another department, that of Agriculture. The European Commission, responding to a request from "VoxNews.al", stated that: "At this stage, the European Commission has taken precautionary measures based on the preliminary information provided by OLAF.
As a preventive measure for the protection of the financial interests of the European Union, the European Commission has temporarily suspended reimbursements to the Albanian authorities for the expenses incurred under the IPARD II program. Meanwhile, the Ministry of Agriculture responded immediately: "The support program has not been interrupted. The work goes on, the program goes on. "Albanian authorities have been made aware of a suspension of the current reimbursement invoice from DG AGRI for part of the next expenses. This is a completely administrative process that allows the re-verification of the control systems by the accredited structures which will take the necessary measures in order to continue the normal reimbursement from the EU.
OLAF (European Anti-Fraud Office) since 2021 had suspicions that funds coming from the EU were misappropriated. In fact, in March 2021, OLAF representatives landed at the offices of AZHBR, confiscating documents and computers. At that time, the head of the Agency for Agricultural and Rural Development was Frida Krifca, today the Minister of Agriculture, online media reports. "The subsidy procedures themselves for the national schemes analyzed in dynamics for the conditions and criteria of benefit, as well as their implementation by AZHBR, have resulted in shortcomings; financing for olive protection is not effective, since the procurement procedures have not been properly implemented, they have not acted in accordance with the regulatory framework, the verifications and monitoring for this scheme by the AZHBR have been deficient, increasing the premises for abuses by the institution; the investment funds obtained have not been properly utilized in economic terms, to subsequently generate sufficient income to support the development of the value chain to be able to develop reliable projects for financing; the monitoring sector has been missing for a period of 4 years, and as a result the monitoring of small national schemes and investments, significantly reducing the effectiveness of the funds given to them", emphasizes in one of its reports KLSH, which reports systematically. to then generate sufficient income to support the development of the value chain so that they can develop credible projects for financing; the monitoring sector has been missing for a period of 4 years, and as a result the monitoring of small national schemes and investments, significantly reducing the effectiveness of the funds given to them", emphasizes in one of its reports KLSH, which reports systematically. to then generate sufficient income to support the development of the value chain so that they can develop credible projects for financing; the monitoring sector has been missing for a period of 4 years, and as a result the monitoring of small national schemes and investments, significantly reducing the effectiveness of the funds given to them", emphasizes in one of its reports KLSH, which reports systematically.
But what answer do people expect about corruption? From the government completely empty. It seems that awareness must begin among our own people, already a completely lost battle. Because of this corruption, people no longer know the meaning of their lives. The Albanians are suffering from vanity. “In almost all cases, when people ask about the meaning of life, they expect to be told a story. 'Homo Sapiensi' is a storytelling animal, that thinks through events and not through numbers or graphs and believes that the universe itself works as an event filled with heroes and villains, conflicts and solutions, climaxes and happy endings", writes Harari in "21 lectures for the 21st century".
