For several weeks, Albanians have faced the sad reality that has taken their fellow citizens' properties, savings and, unfortunately, even their lives. A group of bailiffs, bad debt collectors and immoral beneficiaries of a legislation with many loopholes have reminded us of the buffoons that Balzac described in his books, who collected bills of debtors using and exploiting to the maximum their suffering and needs.
The same people thought the legal loopholes of microcredit and licensing of bad debt societies as an abusive legal space. They took advantage of the lack of regulation of a gray area, which had opened a door of abuse, to destroy the income of citizens through abusive and criminal interest, which exceeded the level of the debt. Using above all the legal space and a completely unoriented field in consumer protection, this time the borrowers.
Unfortunately, the institutions that were supposed to closely monitor the situation and control the behavior of these financial institutions, such as the Bank of Albania, pretended not to see the situation. A behavior that does not at all rise to the height of the task that the institution of the Bank of Albania has and even further played a dishonest ping-pong with other institutions. A behavior we also saw in the governor's report to Parliament.
Of course, such a criminal offense has been very sophisticated, making the most of the silence of the parliament, which has not been able to propose laws that regulate this issue; of a government that brings in custom-made laws in trucks and uses every deputy of the majority to propose a law for the interests of the oligarchy, but which was not at all reminded of such a need; of the legal loophole offered by the Bank of Albania and the reckless disregard given to us by the Ministry of Justice. All of them, therefore, accomplices but not co-sufferers in the common and bitter tragedy of the Albanians.
Now, the time has come for us to act differently! While the prosecution is investigating the matter in question, pending a decision of the assembly for an investigative commission as the chairperson of the European Affairs Committee and also a member of the Economy and Finance Committee, as one of those MPs who persistently requested that the Parliament set up a parliamentary committee to examine legal spaces and not only in terms of consumer protection as well as compliance with the best EU standards, I undertook a legal initiative for a complete package in the field of consumer protection in the banking sector.
The initiative is only aimed at protecting borrowers from predatory lending practices and criminal actions, which also means the alignment of all legislation for financial services. I will commit my energies to what I think and believe is the primary duty of the Assembly: the protection of citizens and their interests. With the same passion as in the case of interest protection when the affair of the incinerators was discovered or the dedication to protect the interests of the middle class with the unconstitutional law of taxing free professions.
This initiative is basically the adaptation and not only a law for microcredits, FinTech financing and interest according to the standards of the European Union. An initiative that naturally necessarily serves a market eager for order and the rule of law. An initiative that I believe and hope will find the support of my colleagues on both sides of the parliamentary political isle.
The duty of a deputy in the Assembly is to protect the interests of the public and at the same time to be a pioneer and propose legal changes or new laws to protect this interest. Therefore, together with a group of specialists who are bipartisan, I have undertaken since the beginning of this month an initiative that will be crowned in the coming weeks to protect the rights of consumers in the field of financial services.
This is an initiative and a battle that Albanians and citizens need in order to protect themselves from the stupid behavior that often reminds of Balzac's novels, where the characters were forced in all kinds of ways to pay off the bills. Hundreds of consumers who are suffering the consequences of arrogance, corruption and lack of regulation do not deserve to be robbed of their wealth in this way. It is therefore necessary to adopt EU standards and best practices.
