Therefore, the crisis between Serbia and Kosovo is not only a legal one and is not reached only through an agreement that has legal clauses. Serbia and Kosovo need historical reconciliation, and this is done by taking the first step, Serbia as the aggressor, asking Kosovo for forgiveness for the last war and for the injustices committed over 2 centuries.
Crises are the consequence of past actions and decisions. In crises, especially between states, there are always two sides:
1. One who is a victim
2. The other who is the aggressor.
One side that has suffered injustice and the other side that has done injustice. Therefore, in solving the crisis, only the legal form is not enough, because Kosovo already has it with the independence and with the departure of the Serbian troops. Often, as happens in court proceedings, the victim feels alone, needs attention and above all needs to be a party so that her voice and needs are heard. There is an idea that Kurti and Vucic are the same and therefore there is no peace between them. I don't agree with this, but even if it were true, the EU was created by those leaders like Spinelli who had personally experienced and suffered the consequences of the Second World War and precisely from their experiences, they learned the lesson that peace and cooperation are the best thing for a common and inevitable future
However, why can't Kurti and Vucic make peace together? Because their meeting is filled with actions and decisions of the past. I am sure how many times Kurti and Vucic are facing each other and when they look at each other, they think and understand that one is the victim and the other is the aggressor. Kurti remembers everything he has suffered unjustly from Milosevic and he knows that he has a former Minister of Propaganda in front of him and likewise Vucic every time he looks Kurti in the eye he surely thinks of the time when he was Minister and when Serbia had arrogantly imprisoned the latter and had killed children, raped women and massacred civilians.
Therefore, Kurti's meeting with Vucic is not an opportunity to create a new bridge of cooperation on forgiveness and reconciliation, but it is a moment that only brings to mind the past.
Kurti and Vucic cannot forget the past to build the future! Both are more pawns of the past than missionaries of the future.
Therefore, for peace to happen between the Serbs and Kosovo, it must happen through reconciliation, and the latter begins with the expression of the acceptance of guilt by Serbia and the willingness to forgive Kosovo. This will happen between Kosovo and Serbia, only when both countries will have a new generation of leadership with zero burdens from the past and with the will to build the future in peace and cooperation.
