After Frangaj finished working with the Hysa family, Berisha changed the law now in favor of the owners who was his son-in-law.
In the SPAK file for Sali Berisha, there are some details that show how Berisha used the legal changes by creating different standards for the owners who requested the properties and also different standards for their privatization with lek or privatization bonds.
Two are the most typical cases, where Sali Berisha himself was personally engaged by speaking at two government meetings for legal changes in favor of Jamarbër, once to privatize the club and then to buy it with securities that were practically 6 to 10 percent of the real value.
The first case is changing the sports law twice in a row. The first time to prevent the Hysa family from taking Kinostudio as owner because Frangaj needed it, and after a few months to prevent the "Partizani" club from keeping the Club because Jamarbë needed it.
The sports law was suddenly changed in October 2007, where article 31 was amended emphasizing that "sports facilities are granted with a concession provided that they do not change their destination" in accordance with law no. 9663 dated December 18, 2006, "for concessions...". On the other hand, this law in Article 4, "Field of application of concessions", defines as fields of application sports, culture, education... etc.
So this legal change of 2007 gave priority to the tenants of cultural or sports institutions and prohibited their privatization by the owners. And here Frangaj won against the Hysa family.
This legal change prevented them from taking their property and opened the way for Frangaj to keep the contract with Kinostudio.
After Frangaj finished working with the Hysa family, Berisha changed the law now in favor of the owners who was his son-in-law.
So in June 2008, Pango again proposed that article 31 be changed and now it was added that when there were claims of owners they could privatize and change the destination, as the Berisha family was interested.
This is also the moment when Berisha himself is active in the meeting and the god of change appears.
So to understand it more clearly, within a year, the government changes an article of the law according to the plight of its people.
He had to not give the movie studio to the Hysa family, he was forbidden by law until Frangaj finished his work with the privatization. Then he changed it again until the Begeja family finished working with the "Partizani" club.
The second glaring case is the securities law.
In December 2008, in a government meeting, Sali Berisha himself again personally active, defended the privatization of facilities with 80 percent securities and 20 percent in Lek.
Throughout the meeting of the government, Sali Berisha was the ardent defender of this change, he encouraged Ritvan Boden to announce it as a success of the government to the owners and thanked Ruli for the "initiative".
Thus, the Begeja family and partners pay the "Partizani" club with privatization bonds in the amount of almost 100 million old lek, which if you calculate that they bought the bonds at 6 to 10 percent, it turns out that they bought the entire Partizani club for about 800 thousand Lek.
But the same prime minister, who announced that change of government in favor of the girl as a great success of his government, a few months later, on July 1, 2009, when he still didn't know if he would be prime minister again, changed it again. the law with VKM 738 dated July 1, 2009, removing the privatization bonds from the purchase of the privatized buildings, emphasizing that 30 days after the decision, the buyer should only buy the building in cash.
So after Jamarbëri finished work, others could no longer buy them with privatization bonds.
These two cases, when VKM are changed according to the circumstances of the persons related to Sali Berisha, and when in both cases Berisha himself is active in favor of his family, would be enough for him to be considered accused of active corruption, as he has led knowingly legal changes in favor of his daughter and has discriminated against other citizens of the Republic in relation to his daughter or people close to him politically.
He has never been in favor of the owners, because if he was, he would not have given the Kinostudio to Frangaj before the Hysa Family, whom he knew. He was alone with his daughter in the case of the "Partizani" club.
It was never with the owners to favor them with privatization bonds. He was alone with his daughter for a few months until he finished work and brought her back with lek in hand.
It's just a prime minister who has turned the state into the pride of his family, which now has the biggest problem of how to justify the villas from Hungary to Brussels, Germany and the Netherlands, and above all how to fill our minds, that they deserve it.
