What is clear in this whole story is that his summons to SPAK on the same day as Veliaj is a caution for political balance in the investigation of politicians.
I don't know who suggested this methodology to SPAK leaders, but political balancing does not make SPAK more reliable, but it makes it more politically cautious.
And it is not necessary for SPAK to be politically cautious.
If SPAK is sure that Veliaj has committed so many criminal acts that he deserves 20 years in prison, many times more than those who have killed to steal and stay in power in this country, or those who have led criminal groups, no there is a reason why he politically balances his call as a person under investigation in SPAK, with the call of Belind Këlliç as well. Let him proceed openly against Veliaj and there is no need to bother with anonymous whistleblowers.
If Veliaj is such a legally "dangerous" person, who has not been discovered by the police, the Prosecutor's Office, SPAK, or the FBI, but has been discovered by an anonymous person, there is no need to balance with Belind Kelliçi. He had a rival in the elections and the citizens of Tirana determined their weight in the public. Now it is not necessary for them to compete for the "weight of their crimes". That then he will have to divide the punishments according to the political weight of each one.

SPAK has no duty to be politically balanced. He can arrest 100 socialists in power, without arresting any opposition. No one stops him if he is faced with facts and evidence, which he does not bring out, neither by blackmailing those called to SPAK by showing them the door of the cell at 313, nor by intimidating them about things from their private lives. He is simply free to act as an independent without worrying about what political damage he is doing to the left or the right. If SPAK does not have this calmness, but is afraid to make political balancing gestures, then it is doing politics together with justice.

SPAK's work will always be prejudiced, but this does not make them complex. Anyone harmed by it has the right to make claims against the facts they face for corruption and the investigation methods. Everyone deserves an honest investigation and fair trial and this is not covered by political balancing.
So, there is no reason to be politically biased, since now everyone, every time an arrest from the left happens, the PD is worried that someone will be taken from there as well. Then the anxiety starts again from the SP about who has the turn as the situation needs to be balanced.
And in fact, the only failure of SPAK is that it cannot satisfy the political parties. Even though they have been asking for the punishment of Veliaj for so many years, those who asked for it are not satisfied today. On the contrary, they accuse SPAK in advance, because they also called Kelliči. Also, those who demand the exemplary punishment of Sali Berisha for the murders of January 21 and major corruption, for which the USA and Great Britain accuse him, do not feel satisfied that he enters and leaves the balcony of the house for a criminal offense that it only shows how he used his power to enrich the children.
The public is divided politically and whatever SPAK does cannot satisfy all parties at the same time. Therefore, it is better to focus on the facts and prioritize the weight of crimes and corruption in the country, and not the list of guests at SPAK that resembles that of the guests at a wedding: one from the bride, one from the groom.
