The fact that we are in 2025 and discussing whether or not there will be a vote on May 11th is a fact of the hesitation and uncertainty that the main parties have had and continue to have regarding the electoral behavior of the diaspora. As they have decided on the electoral system, they could have decided years ago about the emigrant vote. We cannot blame this responsibility on the small parties because they do not have the numbers and mechanism to dictate the emigrant vote.
There is an interesting correlation in the behavior of the DP. Beyond the fact of this behavior, the apparent ambiguity of the DP through the condition that if it does not meet the amendment on February 13, if you look at the statements of the DP, it has been apparently constructive in addressing the priority of the vote of immigrants.
The issue of removing the payment for the issue of voting was decided. I think the DP's position regarding the fact that we will leave it to the government or the state to express the issue of payment through the law is justified. It should be left to the state. The idea that for people whose term has expired, the deadline should be extended was constructive, and it is right. The third issue that goes beyond logic and the ability to manage it and is paradoxical for the time, the possibilities and the capacity or the technical skills to implement it, is that someone with non-Albanian documents can vote, as the CEC is also saying, which is impossible. Meanwhile, the DP has been on the ground for weeks. How is it possible that from contacts in the diaspora, from information it receives regarding the mood of the diaspora, it sets a condition that does not even logically hold up. How can you come up with an artifice that becomes a pretext to prevent an opportunity that you have seen that could overturn the course of political power in Albania if contacts with the diaspora in activities are optimistic. Only if you are uncertain and pessimistic about their vote and want to come up with an artifice that serves to justify not passing this law, because otherwise there is no political logic. Coming up with an artifice to keep the aspect of the uncovered costs of the diaspora voting process unchanged means practically keeping 50% of potential voters who want to vote in the diaspora away from voting.
Also interesting is the position of the right-wing parties that emerged from the DP, such as the Euroatlantic Party, the Right 1912 and the Opportunity Party, which despite different conditions essentially join the position of the DP. So these parties have justified the separation, the formation of their parties to be different from the DP and their political acts make them similar to it. How can you make electronic voting a condition throughout the country when we are still 4 months away from the elections? How can you demand open lists as a condition for voting on the February 13 amendment when the negotiation process for the electoral system has been closed for months? February, make an unrealized condition to say no. Or set a condition that is clearly paralyzed to be on the same side as the DP.

I see no other reason to understand their behavior.
Finally, the government is also ok. In public, it sells its position as pro-diaspora voting and exposes the opposition as an obstacle to the process. In this case, it is not because of it that it uses the opposition to make the opposition vote difficult. In the end, it also lives with its own uncertainties about how the emigrant vote will be oriented.
The vote on February 13 will clarify more about everyone's will and the interests hidden behind these positions.
