One of the "crimes" that Berisha's "Foltorja" counted against Lulzim Basha was the boycott in 2015 of the Territorial Reform Commission and, as a result, the use of this division, according to them, in favor of the socialists.
Monday is the deadline for participation in this commission and after ten years, the DP seems to be heading towards the same decision, now with its real leader, the one who dictated the decision to Lulzim Basha.
The reason why Berisha refuses to participate in the territorial division reform is not that he will not be asked. It is not even the fact that the socialists can impose a division that he does not accept. Berisha cannot participate in this story even if his version is approved.

Sali Berisha doesn't care about any territorial division. No matter how you divide Albania, he loses. So, if he participates in this project and then of course he loses, he loses one of the main alibis he has for losing in the local elections.
In the last local elections led by him, the Democratic Party won only 5 municipalities out of a total of 61, and those were more due to squabbles within the Socialists than to the electoral power of the DP.
For this reason, Berisha finds it "necessary" not to participate in this reform, in order to have a permanent alibi of losing the local elections.
The truth is that the territorial division has no weight on the electoral defeat, since in the last elections he won in Memaliaj, a leftist bastion where the Socialist Party won 75 percent of the Municipal Council. This means that the electoral result has nothing to do with the territory, but with the candidate and the party that is running. But Berisha no longer has a party that inspires him, nor candidates that are running to win. Therefore, before entering the race, they want a ready-made alibi for defeat and they have already found it. They boycott the territorial reform, they “do not recognize” it as they do with everything they do not like and then they are calmly waiting for the defeats.
So don't bother explaining to Berisha that the reform will divide Albania better, make it more efficient, decentralize power, or improve the electoral map. They don't work for him. He knows what awaits him in the elections, and power is the only thing he thinks about.
Now, unlike other leaders who are all thinking about how to gain power, he has been thinking for years about how to justify his losses. And one of the justifications is this boycott.
