Almost 700,000 citizens on the voter lists have Albanian biometric documents, but the deadline for their renewal has passed. For these, it has been agreed between the two major parliamentary parties (SP and DP) that they will be able to vote, as long as their documents prove the person's identity biometrically.

The constitutional right to vote on May 11th is held by about 3.73 million Albanian citizens, who will be 18 years of age or older by then. But if the expected changes to the Electoral Code are not made (with at least 84 votes in the Assembly), only 2.87 million voters will have the practical opportunity to vote.

Almost 700,000 citizens on the voter lists have Albanian biometric documents, but the deadline for their renewal has passed. Almost 160 thousand citizens on the voter lists do not have Albanian biometric documents at all, but may have biometric documents from the countries where they live. For these, there has been no agreement between the two major parliamentary parties (SP and DP) to vote. According to the DP, these should vote, as long as their documents prove the person's identity biometrically. While according to the SP, these should not vote, as long as they do not have an Albanian biometric document.

And the DP has vetoed the changes that would allow 700,000 voters with expired Albanian biometric documents to vote, if 160,000 voters without Albanian biometric documents are not allowed to vote. So out of the approximately 160,000 without Albanian documents, approximately 700,000 with expired Albanian documents are at risk.

A compromise must be found on this issue. Because ultimately, very few of the 160,000 Albanians without biometric documents will probably vote. When they haven't bothered to get an Albanian biometric document since 2009 (when they started issuing them), the vast majority will hardly bother to register with the CEC to vote, and then send their vote by mail...

*NOTE: To date, only 70 thousand voters from the diaspora (out of 1 million 800 thousand in total) have correctly completed their request to vote at the CEC.
