The Qukës–Qafë Plloçë road is truly a wrong economic project. It is not that it is wrong as an alternative connection to Korça, but as an engineering project. It is a project approved under the government of Sali Berisha and the companies were selected under his rule, mainly under the lobbying of former Finance Minister Ritvan Bode, who was followed with equal zeal by the most important young socialist of the region, Niko Peleshi.
The rushed and cursory engineering project meant that, while work had begun, it was realized that the lots were not connected to each other and additional funds were needed.
Now, since Belinda Balluku is in the spotlight because of her confrontation with justice, I see that everyone has rushed to her and for this project. In this project, Balluku is the last hole of the horse. It started with Sokol Olldashi, continued with Haxhinasto, Gjiknuri and Balluku is the last minister who had to deal with it. She is even the minister who ended a terrible project that turned into a fund-guzzler.
It's more or less like the Tirana-Elbasan road project, which Berisha completed quickly, without a precise engineering project, and then it took 50 million euros to stabilize the Krraba landslide that prevented you from passing, except that the road was mistakenly built on the side of the landslide and not across the river.
Or like the Gjirokastër–Tepelena road project, which did not pass through Hormova but across from it, and now, as you can see, about 2 km of the road is unbuilt because after every rain, a mountainside collapses on the road and you have to move the soil. It is a losing battle with the terrain due to political decisions and not engineering.
Such defects are design defects, which then cost the Albanian economy millions of euros. In the case of Qukë–Qafë Plloçë, this is compounded by the futility of the project, which could have been replaced with a rural road for the Mokra area at a tenth of these costs.
Above all, these projects are not failed by construction companies. The companies have the project in front of them and implement it. In this case, the road has passed in the most wrong place possible, in a massif mixed with clay, coal and broken rocks, which with a little rain turn into a mud volcano.

The problem is in the design of the road and even worse in the idea of its construction.
