The Tirana region has the lowest percentage of voters in emigration.
Almost 4.63 million Albanian citizens are listed in the civil registry (this number is taken as a basis by the CEC for the distribution of parliamentary mandates across districts).
Of these 4.63 million, almost 3.73 million are of voting age (i.e., appear on the CEC voter list).
Of the latter, only 1.93 million voters reside in Albania (based on combining CENS-23 figures with annual death rates, net emigration, and age 18). So, about 1.8 million voters are in emigration.
But how are these figures distributed across districts?
Based on the above sources, the following table has been constructed, where it is noticeable that the Tirana Region has the lowest percentage of voters in emigration (36.5%), while the Vlora and Gjirokastër regions have the highest percentages (63.1% and 60.2%). Nationally, a full 48.3% of voters are in emigration.
NOTE: To date, about 170,000 voters from abroad have been confirmed by the CEC to vote by mail, out of a total of 1.8 million. Perhaps by March 4, there could be 200,000.
