But in the meantime, Berisha has dealt a blow to the DP, as by putting Ilir Meta on the open list, he has killed the race and closed the open list.
The drama of the Democratic Party in Tirana is not only the closed list. In all the polls, the DP is expected to reach 12 deputies, which is actually the closed list, where Berisha has given half of it to his allies, eliminating all the DP figures in Tirana.
But this is not the end of the drama.
Through a trick by Berisha with Ilir Meta and then with Shpëtim Idrizi, Berisha has practically closed the open list. If the DP happens to increase beyond 12 MPs, the 13th winner seems to be Ilir Meta.
The latter once concluded an agreement with Berisha to have two MPs on a secure list and, after Berisha signed it, taking into account that one of these two would be Ilir Meta, the latter suddenly called on his party to appear on an open list.
Now, two of Meta's deputies are safe from the DP's votes, while the first one who could emerge from the open list is Ilir Meta himself.
The reason is simple: the voter of the Ilir Party, as far as it still exists in Tirana, identifies with Ilir Meta. If they are 10 thousand, they will vote for Ilir Meta. If they are 15 thousand, they will still vote for Ilir Meta. This makes Ilir Meta burn all the other candidates on the DP list, who will divide the DP votes between them.
On this occasion, the Freedom Party voter will also be identified through votes for Ilir Meta, and it will turn out that the DP has given him two MPs on the closed list in vain.
This is the reason why the Freedom Party itself has started asking for DP votes for Ilir Meta, so as not to reveal how few votes his party has.
But in the meantime, Berisha has dealt a blow to the DP, as by putting Ilir Meta on the open list, he has killed the race and closed the open list.
Ironically, after him, the second most likely candidate is Shpëtim Idrizi, who has also secured a deputy on the closed list and is himself running on the open list. But if he gets all the votes of the Cham community in Tirana for the DP, he will also identify the community's vote and secure more votes than the other DP rivals.
So, if Meta doesn't, Idrizi will take first or second place on the open list, leaving the DP without any hope of competing on the open list.
Berisha was clear when he put them in the closed list of MPs and allowed the mayors in the open list, ruining the race and eliminating the DP candidates.
The only way to avoid this was to either not put them on the open list at all, or to go on the open list himself to save the first candidate on the open list.
But he doesn't believe there will be candidates beyond the closed list, so he didn't risk it for himself.
He risked every other chance for the DP besides his mandate, by placing Ilir Meta as the closing candidate of the open list.
