If the full 13-minute content of the pirated video is confirmed in the Municipality of Kukes, where, beyond 'sex', bargains for tenders with the girl who sold her body for money are discovered, we are facing a state scandal.
Making porn in the mayor's office in front of the Albanian and European flags was morally harmful for the protagonists, but by no means a criminal offense. Seen from a "western" eye, the heavy act in terms of morality was somehow balanced by the right for everyone to have an intimate and private life, even in a "state" office. In such cases in the West, the action of the one filming without authorization and not the one being filmed would be considered criminal. I take as an example the candidate of the majority of Macron for mayor of Paris in the last elections with 2020, who was filmed "piracy", was morally condemned, officially resigned, but the real criminal procedure was specially reserved for the one who organized the filming of intimate moments .
From this point of view, beyond the disgust, I felt a certain pity for Safet Gjicin who, even in his animalistic gestures, deserved humanity because in the end he was having sex and not war, he wasn't causing harm to anyone, and what's more, he was being filmed stealthily.
But the full 13-minute video radically changes the perspective of how we should now deal with this scandal. He is not moral but mega-criminal.

Milan Kundera's "unbearable ease of being" is transformed with this surrealist story into an unbearable ease in awarding tenders! With only less than 10 minutes of "oral" deliberation, there are tens of hundreds of thousands of lek that were extorted from the pockets of Albanians in the name of a pseudo-tender to sterilize the dogs of Kukës by the ghost company of the mayor's sex partner. What age and world do we live in? How is it possible to play in this cynical and monstrous way with public money, as if those two criminals "Bonnie & Clyde" of Kukës were playing in the casinos of Montecarlo or Pigalle in Paris?
This scandal, which deserves an exemplary service both for the corrupt person mandated by the people and for the active corrupt person, requires an immediate suspension of all municipal tenders in the entire territory of Albania, to make a verification of the procedures in force and to imagined a reformed quadripartite system.
In the financial-sexual affair of the municipality of Kukës, it is not only the taxpayers of Kukës who are robbed and damaged, but the taxpayers of all Albania.
The budget of Kukës, like that of all municipalities in Albania, is filled in more than half of it by the State budget, i.e. by everyone's taxes. Why do the citizens of Saranda or Korça, as well as those of Kukës, want to pay for the sexual favors that the criminal mayor of the northern city attributes to himself?
Ligji të ndryshojë. Jo vetëm që organizimi i tenderëve nga bashkitë të jetë tash e tutje një kompetencë e përbashkët e Kryebashkiakut dhe e Prefektit në emër të balancës së pushteteve dhe të përgjegjësisë penale që duhet të marrë mbi vete dhe Shteti në rast shkarjesh, por mbi te gjitha, një legjislacion i ri të parashikojë sanksione financiare ndaj kryebashkiakut të korruptuar në lartësinë e dëmit që ai do t’i ketë shkaktuar publikut. Në rastet e Tahirit, Kokës dhe tani ta shpresojmë te Safet Gjicit, nuk është burgu me kohë të reduktuar që e shpagon dëmin e shqiptarëve. Ndaj dëmit financiar të ketë shpagim financiar deri në sekuestrim të të mirave që gëzojnë këta politikanë dhe që me siguri i kanë krijuar falë një jete politike me allishverishe të kamufluara pas votës së shqiptarëve.
Duhet një revolucion penal në Shqipëri ku tolerancës “zero” ndaj krimeve financiare të politikanëve t’u bashkëngjiten gjoba maksimaliste. Nuk ka logjikë penale qe t’u sekuestrohet pasuria baronëve të drogës dhe jo baronëve të politikes kur zhyten dhe këta në ekstazën e korrupsionit.
