When the Special Court placed the Fier incinerator under seizure, the work was still unfinished. Farudin Arapi, the administrator appointed by the state to manage the incinerator, stated that another 3 million euros were needed to fully complete the work and start work. But the funds were never given.
The incinerator, which up to that time had cost Albanian taxpayers 30 million euros, was "destroyed" for 3 million euros. For a flea, the quilt was burned, and the incinerator remained a carbine, which is now depreciating rapidly, even though it has not worked for a single day.
Mr. Arapi tried in vain by calling several times publicly to the government and especially to the Ministry of Energy as the contracting authority for the disbursement of funds. In fact, this ate his "head". Mr. Arapi's demands apparently did not sit well with Belinda Balluk or anyone else. As a result, Mr. Arapi was retired by being fired from the management of the Fier incinerator.
A day ago, the City Council of Fier approved the agreement for interlocal cooperation with other municipalities of the district for the management of the landfill at the urban waste plant. In short, the Fieri incinerator will now be used simply as a landfill until the day it runs out of space. The 30 or so million euros of the incinerator flew away.
But while in Fier, the laundry space is not over yet, in Tirana it is. For several months in a row, the Seized Assets Administration Agency has institutionally issued an alarm that the Sharra landfill no longer has a place to deposit waste. But official letters remain unanswered. Just as all applications for building permits to open additional cells at the landfill have been rejected.

This is no joke. The delay of SPAK to close the investigations and take the Tirana incinerator case to trial only aggravates the crisis. Currently, the chain of waste management in the capital is a chain consisting of many links welded in a mess. From the Municipality, to the Ministry of Energy and finally the Seized Assets Administration Agency. This is the ideal formula for chaos.
A chaos, which is apparently being exploited. There are several reasons why. One version says that no one in the state offices will risk throwing away the signature to solve a case that is in the hands of justice certified as a corrupt affair.
Another version says that someone cares that the incinerator scandal deepens to politically execute rivals within the species and to cover up other scandals that happen every day in other fields. The word comes, the Ministry of Energy and the Municipality of Tirana are only 10 meters away from each other. But the paperwork for the incinerator takes months to go from one institution to another. They even often appear in the media.
While a third version is that of creating a crisis to soften the hammer of justice. If Tirana will be drowned by garbage, the government will have reason to say that the incinerator was the solution and it was the visionary. Now hold the crisis.
But if there are dilemmas about the reasons, in fact there are none. Tirana is on the verge of a garbage crisis. And someone is pushing it there.
