The court's decision doesn't matter to Veliaj either. It depends on how the DP needs it. Veliaj himself doesn't care whether he is dismissed by the Court or not, but he cares that the trial takes place as soon as possible to take him to Strasbourg. Whatever decision the court makes, except for the delay in time, is in his favor.
By taking the case to the Constitutional Court, he not only certifies the irregularities in the process against him, but also strengthens the legal guarantees for every mayor if he finds himself in such positions, creating a standard of judicial verification of the procedure.
Veliaj does not have a problem with why the SP dismissed him, but with why he was detained on fabricated charges and, even worse, why false witnesses were staged even in exchange for payments from DP politicians and media, who will be ashamed when they become public. The dismissal from the SP is a consequence of a brutal intervention of the judiciary in politics, which now seems to have been for the position of mayor more than for Veliaj.
The Socialists are concerned about the quality of the Court's decision, but also about the time it takes to make it. They are also interested in this matter being closed quickly, as Tirana needs a new mayor. Of course, they are also interested in the court certifying the dismissal, otherwise the fight was not worth it. But this depends on how free the Constitutional Court is to make decisions independently.
It is unlikely that the Constitutional Court, as it has proven in recent elections, will be independent of SPAK. Only if they are no longer afraid of Dumani leaving. They have proven that they have reversed decisions along the way due to SPAK pressures or political interference.
Therefore, in this case, it will not be a battle for justice, but a political battle in the Constitutional Court. If the DP cannot find a candidate and problems arise from the elections, do not be surprised if they leave Veliaj in the post of mayor. If they have found him, they can dismiss him. Or if they hope that they can find him on the way, they can postpone the decision a little until spring.
So don't bet on when the elections will be held in Tirana. If the DP finds a candidate quickly, they could be held in the fall. If they don't find one, they could be held in the spring. If they don't find one at all, Veliaj will be out of prison until 2027.
