Dubai Police gave details of his arrest as a person involved in international drug trafficking between South America and Europe. He was arrested at the expense of the Italian authorities, but could not be extradited.
Another name is Plaurent Dervishaj . He was wanted for the murder of businessman Vajdin Lamaj and Klodian Saliu in 2005, and was arrested in Dubai on December 11, 2020. Like Durim Bami, in this case too the police announced his arrest, but he is still there.
On March 27, Florenc Çapja was arrested . The prosecutor's office of Elbasan had declared Florenc Çapjan wanted on the afternoon of March 16, 2021. But a few hours before the arrest warrant was signed, Çapjan had left Albania. He had first flown to Istanbul in the early hours of the morning and then to Dubai. Florenc Çapja stayed in detention for only one month, being released against a financial guarantee of 55 thousand euros.
Another name is Mikael Qosja . He was arrested in December 2021 but released by Arab authorities. Qosja is accused by the Prosecution of Elbasan as a participant in the triple murder, dated December 29, 2019, where Enea Alibej, Albert Dylgjeri and the Turkish citizen, Erdal Duranaj, were killed.
Dritan Shkëmbi has also found shelter in Dubai . He was also arrested, as he is accused of being involved in the assassination attempt that took place on November 1, 2019 at the Shkozeti overpass, where former prosecutor Arjan Ndoja, his friend Aleksandër Laho, and the driver, Andi Maloku, were injured. But there was no extradition.
Ramazan Rraja also took refuge in Dubai , who decided to return to our country himself. He was wanted for the assassination of former prosecutor Arjan Ndoja. Rraja had returned from Dubai a few days ago when he was handcuffed by the police.
The same path followed by the lawyer Alban Bengasi . He also first hid in Dubai, then came to Albania. He is accused of ordering Nuredin Duman and Elio Bitri to rape his ex-wife. He is currently convicted by the court.
The only one extradited is Franc Çopja , but he was extradited on behalf of the Belgian authorities. On December 30, 2023, he was extradited to Belgium, where he is accused of murder. Chopja is known as the leader of a clan considered responsible for at least nine murders.
Roan Brahimi , who was killed in an assassination attempt in Greece some time ago, was also hiding in Dubai . He was being investigated for involvement in the assassination of Brilant Martinaj. After the incident, he fled to Dubai, but from there he traveled to Greece, where he was executed.
Endrit Dokle , is another underworld name, who has been recorded traveling to the United Arab Emirates. The ex-convict sentenced to life imprisonment as the leader of one of the factions of the Durrës gang, released on parole, was interrogated at least on two occasions during the 6 months of 2022, for the Fushë Kruja massacre and for the disappearance without a trace of Ervis Martinaj. Now he was declared wanted by SPAK as part of the latest operation.
These are the names that are known, but there are many others that are not known. SPAK itself has admitted that it cannot extradite them. " The lack of extradition of crime figures from the United Arab Emirates has hampered investigations. We don't even have a single person extradited from the United Arab Emirates ", declared Altin Dumani.
The Albanian authorities are in negotiations with those of Dubai to reach an extradition pact, but it is not known how much will be achieved, as there are many difficulties. / Pamphlet
