According to the SPAK file, Suel Çela, a name long associated with rival groups, emerged as the mastermind who conceived and financed this assassination with surgical precision.

The key figure in carrying out the criminal operation was the recruited sniper, Preke Kodra. He was a professional marksman, known for his exceptional skills with high precision weapons. Kodra's role was to make the fatal shot from a distance of about 380 meters. Before the day of the assassination, Kodra had carefully studied the terrain, the likely location and the target's routine. The strategic location, choosing a point with a clear view of Çapja's apartment, as well as testing the sniper's optics, were the first steps to ensure a perfect shot.
