The Korca Prosecutor's Office has requested the security measure "arrest in prison" for the citizen Elton Tozaj.
Tozaj, a repeat fraudster, had recently brought into his "circle" a family in Boboshtica, who owned a restaurant where he had been a customer for several years.
Claiming that he had recognition in the ministry and municipality, which enabled him to participate in tenders, he invited the citizen who owned the restaurant to participate in a tender, but for this he needed an "Iphone Pro Max", an "I Mac" laptop and a sum of money, which would be a sample for the tender.
The moment he provided all this, Tozaj disappeared.
The former resident of Big Brother was previously sentenced by the Tirana Court in 2008 to 3 months in prison, in 2016 to 4 years in prison and in 2017 he was sentenced by the Lezha Court to a fine, all for "fraud" and "forgery". documents".
Soft loans
The joy of creating the opportunity to buy a house for the MP citizen, who worked as a cleaner in a private company, also included an accountant and the sales director of this company. The cleaner told them that a friend of hers, named Elton Tozaj, worked at the Ministry of the Interior and was in charge of a project to provide apartments with soft loans for employees of the Ministry of the Interior. According to her, 10 of the beneficiaries would be selected by Tozaj.
From the investigations carried out, it appears that the defendant through fraud, in a repeated case, during the period May-June 2016, took an amount of 650 thousand ALL from the victim BL and the amount of 300 thousand ALL from the victim EH. He also cheated MP citizen, receiving two of them the sum of 60 thousand ALL and the third 70 thousand ALL. In order to be reliable, he also gave the injured parties documents with the coat of arms and seal of the Ministry of the Interior, as well as the signature of Minister Saimir Tahiri, according to which the granting of a soft loan for the purchase of apartments was approved.
Meeting of the Prime Minister
Referring to the decision, on June 6, around 08:30, Elton called him and asked him to pay 200,000 Lek, as well as two loan installments totaling 24,000 Lek and 6,000 Lek life insurance. After securing the money, on this same date, together with her husband GB, they went in front of the two Twin Towers, near the Prime Minister's Office. There they met Elton and after introducing themselves, they gave him the sum of 230 thousand ALL. The defendant Elton Tozaj was given in an envelope the document that appeared to be signed by the minister, which, according to him, was a color photocopy, since the original was in the protocol of the Ministry of the Interior.
After they left and opened the envelope, GB suspected that it might be fake. On the same day, together with his wife, he met Tozaj in a bar on Kavaja Street. Tozaj was introduced as an advisor to the Minister of the Interior and an external advisor to the Mayor of Tirana. Four days later, Tozaj called and asked that he had to pay 150,000 ALL for insurance. Having some doubts, GB asked him to return the money, but he refused. They talked again, but he lied to them about the loan and the apartment. On 15.06.2016, this citizen issued a notarial declaration for acknowledgment of obligation, where he admitted that he received BL 650,000 from the citizen. Enver's villa
According to the decision, businessman KL, administrator of a commercial company, accused Tozajn of receiving an amount of money in the amount of 7 thousand US dollars, 35 thousand allek and 5 thousand euros, to rent the environment known as "Vila 31", in the area of the former Block, Tirana. This amount was taken from him under the pretense that he would rent the premises known as "Villa 31", with an area of 1250 m², against the value of 3 dollars per m². This facility is owned by the state and to continue the procedure, the complainant, trusting the citizen Elton Tozaj, has authorized him with a power of attorney to follow all the legal procedures at the state institutions, in order to rent the facility. Initially, the defendant Elton Tozaj accompanied the complainant to see the object.
After making the power of attorney, the defendant presented some documents to the complainant, in order for the complainant to transfer to the bank some sums of money that would be used according to him for closing the practice. In the period August-September 2015, the complainant KL contacted the defendant Elton Tozaj and since the procedures for renting the premises were delayed, he told Elton that he was deceiving him, an action he was convinced of when he himself went to premises of the "Villa 31" facility and the security guards told him that he had no right to stay in these premises. The complainant explained that in addition to the sums given to the defendant for the lease procedures of the building, he also gave other amounts of money, which were returned to the father of the defendant Elton Tozaj, citizen M. Tozaj, but without specifying what amount has returned to him.
