Today, the police arrested Xelal Rraja, the brother of the former deputy of the Socialist Party Rrahman Rraja.
Jelal Rraja was wanted by SPAK, during the last operation "Revanshi", accused of being a member of a structured criminal group and of providing the conditions to commit murder.
Who is Jelal Rraja?
The Special Prosecutor's Office revealed that earlier, the plan that was organized with the aim of killing the former deputy of the SP Arben Ndoka.
In the SPAK file it was evident that the organizer of the plan was Xelal Rraja. Ndoka would be killed in the coffee of consolation at a judge's house. The former socialist deputy of Lezha escaped the assassination plan after he did not go to the apartment of the deceased judge for consolation.
Jelal Rraja was part of the groups of Durim Bami and Endri Dokles. From SPAK's investigations, it appears that Arben Ndoka was scheduled to be executed in January 2021, when he went for coffee and coke on "Elbasani" Street, after a judge from Lezha had died.
The prosecution says that Durim Bami and Endrit Dokle, in collaboration with Xelal Rraja, the brother of the former socialist deputy, and Marklen Haka, hatched the plan to kill Ndoka.
The latter had tried several times with the help of Ervis Martinaj, Emiljano Shullazin and members of the criminal group Avdulaj, Aldo and Astrit Avdylaj, to kill Durim Bami, as he suspected that he was involved in the murder of his brother Aleksandër Ndoka. Despite following and watching him for a long time, they could not catch Bam, as he was driving an armored car and taking high security measures in every move.
Sensing the danger that threatened him, Bami made an alliance with Endrit Dokle and sought to eliminate Arben Ndoka.
According to SPAK, Endrit Dokle had undertaken to provide information about the movement of the former deputy Ndoka, Durim Bami and Xelal Rraja were organizers, while Marklen Haka had undertaken to find the killers of the former deputy.
"From the communications discovered in SKY ECC, Durim Bami went to the place where it was thought that the citizen Arben Ndoka could come with the aim of killing the latter", the prosecution emphasizes.
In the SPAK file, it is noted that "after waiting until 16:04, receiving information from Marklen Haka about the arrival of citizen Arben Ndoka, he left, after he informed him not to stay there anymore as he would not come" .
SPAK says that then Durim Bami communicated with Doklen to learn about Ndoka's movements, but did not receive new information, thus failing to execute the former socialist lawmaker.
These data came to light within the SPAK megaaction that hit 7 criminal groups and signed 50 arrest warrants for crime bosses and members of their criminal groups.
