Erald Mata, Agim Isaku, Safet Isaku, all three from Dibra, all three charged by the justice system in London as part of a drug trafficking and money laundering group.

The Blessed Property Invest sh.pk company that will build the 14-story tower is looking to bring the HILTON brand to Lalzit Bay. Does the HILTON brand know that the financiers of the tower and the license holders are on trial for drug trafficking and money laundering?
Erald Mata, 100 percent owner of “BPI - Blessed Property Invest” sh.pk, and administrator Agim Isaku, received the signature of Prime Minister Edi Rama for the 14-story tower in Lalzi Bay. Decision No. 34 of the National Council for Territory and Water, dated 18.04.2025, paved the way for a complex with a height of +47.52 meters and 10,301 square meters of construction above ground. The company with capital of 875 euros was founded just 59 days before the permit. Fifteen companies associated with them were used to launder money.

Twelve companies in the United Kingdom, linked to Agim and Safet Isaku, served as a conduit for transferring dirty money through the banking system. The money was put into one company, moved to another, laundered, and sent to Albania to be invested in construction and luxury living.
Before obtaining permission for the tower, Agim Isaku and Safet Isaku had built a network of companies in London, all with an address of Flat 1, 40 Queensway, London W2 3RS . SOFITEL HOLDINGS LTD and SOFITEL INVESTMENTS LTD were forcibly dissolved on 7 September 2021. BRASERIA LTD and GREEN OLIVE RESTAURANT LTD were dissolved on 15 February 2022. NOAH'S HOLDINGS LTD was dissolved on 6 August 2024. AL-TOURS LIMITED was dissolved on 2 November 2021. ITALIAN DELI LTD and GREEK FARM LTD were dissolved on 19 October and 9 November 2021. None of them have filed more than one year of accounts. Some have not filed any accounts.
QUEENSWAY BREAKFAST CLUB LTD, of which Safet Isaku is an active director and beneficial owner with over 75 percent, has not filed any accounts in 4.5 years. Westminster City Council sought liquidation for arrears. On May 17, 2023, the British High Court, Business & Property Court, granted a compulsory liquidation order.
OLD SPICE RESTAURANT LTD, MINT LEAF FOOD LTD and CAFE 24 LTD, all three established on October 29, 2019, have only one year of accounts filed and today are proposing deregistration.
BLESSED PROPERTY INVEST LTD, the British company with the same name as the Albanian developer, has declared zero trading activity for four consecutive years. On 20 January 2026, Companies House issued the first notice of compulsory deregistration. On 31 January 2026, just 11 days later, the notice was discontinued. The company’s annual confirmation remains outstanding since 8 November 2025.
The director transition pattern is repeated in five companies. The company is established with a third director; Anisa Qiraxhi, Ilir Ismailovic, Artenis Kunxhiu. May-June 2020, Safet Isaku joins as director and beneficial owner. July 10, 2020, Agim Isaku replaces Safet. February 2021, Agim Isaku leaves, replaced by Elina Maria Velasquez Clavijo. Within 12 months, the company is forcibly deregistered.
Elina Maria Velasquez Clavijo is appointed to two companies on the same day, February 8, 2021, exactly when Agim Isaku leaves both. Both, Sofitel Investments and Braseria, are forcibly closed within the year. She holds PSC over 75 percent in both.
Ibrahim Gashi, an Irish citizen born in March 1977, has been a director and 25-50 percent beneficial owner of Blessed Property Invest Ltd since its inception. He shares the same address with Erald Mata: 7 Park Road, Stanwell, TW19 7PB.
Ilir Ismailovic, of Macedonian origin born in September 1988 with British citizenship, was the founding director of Noah's Holdings and the first director of Al-Tours. His address, Flat 353, 34 Porchester Square, London W2 6AU, is the same as that of Anisa Qiraxhi.
Artenis Kunxhiu, born in March 1988, was the founding director of Braseria, Queensway Breakfast Club and Green Olive. No further information about her has been available since May 2020. Investigation required.
Kevin Veizi, born in April 1995 with Albanian citizenship, was a director and secretary of Al-Tours Limited from its establishment in December 2017 until May 2020, and beneficial owner until the same date.
In Albania, IBIZA 2018 sh.pk was founded on April 23, 2018 in Lalzi Bay, with Agim Isaku, Safet Isaku and Erald Matë each holding 33.33 percent. The activity was suspended on July 24, 2018.
BPI - Blessed Property Invest sh.pk was registered on February 19, 2025, 59 days before the permit. The share capital of 875 euros is about 0.009 percent of the land value, which according to the reference prices of January 2026 reaches 190 thousand lek per square meter - the most expensive on the entire Albanian coast, above Dhërmi and Ksamil.
Erald Mata owns the Van Gogh restaurant in the Square 21 complex in Tirana. The investment is said to be around 800 thousand euros. Sources close to SHISH and partner services report that Erald Mata spends thousands of euros on luxury clothing and watches in Europe, and makes all payments in cash.
Erald Mata is related to Ervin Mata, known as "Boli i Cokainës". Erald Mata is reported to be a member of the criminal group, but his activity is limited to money laundering. Agim and Safet Isaku are directly involved in drug trafficking. Their companies in London were used to transfer money through the banking system.
Now the same company is looking to bring the HILTON brand to Lalzit Bay.
The question remains: Does the HILTON brand know that the financiers of the tower and the license holders are indicted for drug trafficking and money laundering?
It is impressive that a company with a capital of 875 euros received permission to build on the most expensive land on the Albanian coast. It is impressive that the same company was founded only two months before the approval. It is impressive that the British company with the same name declared zero activity for four years and escaped deregistration for 11 days.
