The Criminal Court of Kosovo has found Jemin Shera guilty and sentenced him to 35 years in prison, accused of the murder of businessman Behar Sofia, an event that occurred in February 2021.
The sentence was handed down in absentia, as Jemin Shera is still wanted as the mastermind behind the murder of Behar Sofia, a businessman known as a 'drug lord'.
Jemin Shera, also known as "Bajlozi" in crime circles in the country, was convicted of the panel offenses of "Premeditated Murder", committed for the benefit of, in collaboration with, within the framework of a structured criminal group and "structured criminal group".
Despite the organizer's conviction, SPAK has still not revealed the persons from whom Shera received the order to execute Behar Sofia, the businessman known as the 'drug lord'.
SPAK announces that the investigations have revealed that Shera received the order to execute Behar Sofia and created a criminal group to carry out the murder.
The group members had been observing their target for six months until they executed him on the morning of February 25, 2021, near the Pyramid in Tirana.
The panel of judges, composed of Rudina Palloj, Elsa Ulliri and Etleva Deda, declared Jemin Shera not guilty of the charge of illegal possession of a weapon because it is not proven that he committed the murder. According to the Court's decision, Jemin Shera will serve his sentence in prison 313.
The Special Court has sentenced 5 suspects to 127 years in prison for organizing and murdering Behar Sofia. Xhuliano Visha, Leonard Xhixha, Skënder Vathi and Bujar Leza were each sentenced to 30 years in prison for the incident, while the collaborator of justice who is also Sofia's executioner, Ernejt Shyti, was sentenced to 7 years in prison. He was arrested in Montenegro while he was working.
Police suspect that the cause of this murder was the disruption of drug deals.

The Special Prosecution Office against Corruption and Organized Crime has filed a request with the Court with the subject matter: “Trial of the criminal case against the defendant Jemin Shera, accused of committing the criminal offenses “Premeditated murder”, committed in collaboration, in the special form of a criminal structural group, “Illegal possession and production of weapons, explosive weapons and ammunition” committed in collaboration, in the special form of a criminal structured group, “Structured criminal group”, and “Commitment of criminal offenses by a criminal organization and a criminal structural group”, provided for by Articles 78/2, 278/1, 333/a/1 and 334 of the Criminal Code”.
2. The trial of this case was conducted under the rules of ordinary trial. At the end of the trial, the Special Court of First Instance for Corruption and Organized Crime, with a panel composed of judges Rudina Palloj, Elsa Ulliri and Etleva Deda, with decision No. 24, dated 12.03.2025, decided: 1. The guilty plea of the defendant Jemin Ali Shera, for committing the
criminal offense of "Premeditated Murder", committed for interest, in collaboration, within the framework of the structured criminal group, to the detriment of the victim BS, provided for by articles 78, paragraph 2 in connection with articles 28/4 and 334, paragraph 1 of the Criminal Code, and based on these provisions his sentence to 35 (thirty-five) years of imprisonment.
3. The not guilty plea of the defendant Jemin Ali Shera, accused of committing the criminal offense "Illegal possession and production of weapons, explosives and ammunition", committed in collaboration, in the form of a structured criminal group, provided for by Article 278, paragraph 1 in conjunction with Articles 28/4 and 334, paragraph 1 of the Criminal Code, in reference to Article 388, paragraph 1, letter d) of the Criminal Procedure Code, since it is not proven that he committed the criminal offense for which he is accused.
4. The guilty plea of the defendant Jemin Ali Shera, for committing the criminal offense "Structured criminal group", provided for by Article 333/a, paragraph 1 of the Criminal Code, and based on this provision his sentence to 4 (four) years of imprisonment.
Based on Article 55 of the Criminal Code, in the consolidation of the sentences, the defendant Jemin Ali Shera is sentenced to a single sentence of 35 (thirty-five) years of imprisonment.
5. The calculation of the sentence begins from the day of execution of the decision and the sentence of imprisonment by the defendant Jemin Ali Shera will be served in a high security prison, in reference to the provisions of Article 16, point 1, of Law No. 81/2020 “On the rights and treatment of persons sentenced to imprisonment and pre-trial detainees”.
6. Based on Article 190, point 1 of the Criminal Procedure Code, the seized items of material evidence shall be joined to the trial file.
7. The procedural costs incurred during the preliminary investigations, according to the relevant minutes, as well as the court costs, according to the relevant minutes, shall be charged to the defendant declared guilty by this decision.
8. An appeal may be filed against the decision at the Special Court of Appeal for Corruption and Organized Crime, within 15 (fifteen) days, starting from the day after the notification of the reasoned decision.
