The May 7 conflict in Saranda that ended with the murder of the owner of the gas station and the president of the “Çamëria” association, Rexhep Ismaili, is suspected to have occurred over an argument between 31-year-old Kostandin Vogli, who was injured, and his aunt, who turns out to be the wife of Viktor Ruçi, the person the “squad” of 6 people set out to beat. In his statements, Ruçi mentions the argument his wife had with her nephew, Kostandin Vogli, over payment for work at his restaurant in Krorëz.
Viktor Ruçi : I would like to clarify that citizen Kostandin Vogli is my wife's nephew. My wife worked at Kostandin's restaurant, in a place called Krorëz. At the end of the season, after the accounts, there was an argument over an amount of money, as they had not done the accounts properly and there was a conflict between the nephew and his aunt.
Before the serious conflict that occurred around 9:30 PM on Thursday afternoon, Viktor Ruçi and Kostandin Vogli had a tense chance meeting, from which there was no clarification, but only bloodshed.
Kostandin Vogli: At a place called “Lokali i Mishit” I stopped and bought a pack of cigarettes. When I got back to the car, I looked inside at my aunt’s husband, Viktor Ruçi. I mentally stepped forward and said to him: ‘Get out of the car, do I owe you anything?’. At that moment, he gave me the car key, after he had taken it from where it was, and said to me: ‘Go a little further up so we can explain ourselves.’ I got out of the car and said to him: ‘Let’s explain ourselves here, we don’t have to move.’ At that moment, I called my brother, Margarit, and told him that Viktor Ruçi had gotten into my car. At that moment, Lili, who is the owner of the meat shop, approached, and the conversation calmed down. At that moment, I told Viktor: ‘I’ll come to the gas station to meet you with my brother.’
Viktor Ruçi: I went to where the car was parked and I saw Kostandin, who, after buying something at the supermarket and getting out, was on the outside of the car on the passenger side. He got in the car and I got in on the passenger side. I saw that he was stunned by my presence and I said to him: 'Don't be scared, I want to explain myself'. He said to me: 'Get out of the car, I don't want to explain myself'. I told him that I had something to explain and got out on the driver's side and said to him: 'Let's have a coffee'. He refused and Lili came, along with Albana, his wife, and said to me: 'What's wrong with your son?'. I told him that he was my daughter-in-law's nephew.
After they separated, Kostandin Vogli reveals the plan to meet Viktor with a group of others. They also took 3 sticks with them, which indicates the intention to rape him.
Kostandin Vogli: I took my brother Margarit and told him not to leave, because I was coming. In Nivica, at Poli Gjoni's bar, I met Lulëzim Tabaku, my friend, and I said: 'Have you spoken to Margarit?', and he told me: 'No, I haven't spoken'. I went home, discussed it with my brother and took 3 sticks, and in the "Porsche" type car we set off for Gjashtë to meet Viktor. While we were talking, Luli told us: 'There are other cars waiting for us ahead of us'. I was in front in the car, Lulëzim was behind me on a motorbike and the other cars followed us, which I did not know who they were. I was the first car and I stopped at the entrance of the late Rexhep's bar.
Vogli shows how the conflict spiraled out of control, which he himself started by hitting with a stick and swearing.
Kostandin Vogli: I got out there with my brother, with a stick in my hand, and I cursed and hit him with the stick, but the stick didn't hit him. In the middle of the fight, since I didn't understand what was happening, I heard someone shouting: 'Nori, hit me!'. I put my head in the back passenger door and went inside. I saw that from the bar side there was a person with a hit in his hand and I got out of the car. I went towards the road, towards the gas station, and I felt that I was hit in the leg.
Viktor Ruçi states that he saw someone pointing a gun at him, but that he did not know him. Out of fear, he locked himself in the bathroom of the bar and came out when everything was over, at which point he also learned of the murder of Rexhep Ismail.
Viktor Ruçi: Two cars arrive in front of the bar, and I see Kostandin and his brother Margarit get out of the first car and head towards the table with sticks in their hands. He pointed at me and hit me with the stick. I took the chair and defended myself and went towards the bar, inside. At that moment I saw a third person, who was holding a pistol in his hand and pointed it at me at a distance of about 3 meters. I did not recognize the person. I went into the bathroom and called my son, Dorifan Ruçi, and I said to him: 'Call the police because they are shooting at us'. When I was inside the bathroom I heard screams and at this time Mandi comes and tells me: 'Get out because they killed Rexhepi'.
In the midst of the altercation, 66-year-old Rexhep Ismaili entered the bar and came out with a Kalashnikov, opening fire several times, wounding Kostandin Vogli. Meanwhile, the suspected perpetrator, Lulëzim Tabaku, shot Ismaili in the head with a pistol. After the incident, the perpetrators quickly fled.
