Today, hearings were held to determine security measures against 31-year-old Kostandin Vogli and 50-year-old Tori Ruçi alias Viktor Ruçi, involved in the serious incident that occurred on the evening of May 7 in the Gjashtë area, where businessman Rexhep Ismaili was killed.
According to preliminary investigations, the cause of the conflict is suspected to have been a dispute over the ownership of a beach bar on the coast of the Himara Municipality. The conflict between the parties initially degenerated into physical clashes with hard objects and then into the use of weapons.
The first to appear before the Court was 50-year-old Tori Ruçi, arrested by the police on Saturday for the criminal offense of "Failure to Report a Crime". During the hearing to verify the security measure, Judge Mikel Hysometaj decided to continue the measure of "House Arrest", forcing Ruçi not to leave his apartment in the village of Gjashtë, Saranda.
According to the data made public, Ruçi was previously convicted of the criminal offense of "Production and sale of narcotics".
After this session, the prosecutor in the case, Armida Kaçi, and Judge Hysometaj moved to the "Petro Nako" hospital in Saranda, where 31-year-old Kostandin Vogli, who was wounded by a gunshot wound to the leg, is hospitalized under police supervision.
The prosecution filed charges against him for "Failure to report a crime", "Destruction of property" in collaboration and "Threat" in collaboration. The court accepted the request of the prosecution and imposed the security measure "Arrest in prison" on Vogli.
However, the court took a different position from the Prosecution regarding the legal characterization of the event. According to the judge, based on the acts presented up to this stage of the investigation, the criminal offense should be referred to as “Intentional Murder” committed in collaboration, remaining in attempt, as well as “Failure to report a crime” and “Destruction of property” in collaboration.
