The GJKKO has passed the file regarding the murder of Fatbardh Lici for trial. The lawyers of Safet Bajri, Behar Bajri, Astmer Bilali and Eria Agos had requested the dismissal of the case or the return of the acts for the completion of the investigation.
According to legal defense attorneys, investigations into this matter have previously been suspended by other prosecutors due to lack of evidence.
Safet Bajri was arrested by order of SPAK on February 21, 2025.
Bajri and members of his group are suspected of the murder of Fatbardh Lici, the brother of Mustafa Lici, the latter the father of Ibrahim Lici and Hamza Lici, who was executed by a hail of bullets on August 10, 2018 in Kiras, Shkodra.
53-year-old Fatbardh Lici is suspected of being a victim of the ongoing clash between the Lici and Bajri tribes in Shkodra.
Safet Bajri was previously detained by justice authorities during Operation "Oaz" conducted by the former Serious Crimes Prosecutor's Office, but was later released.
He has also been convicted in Belgium, and in recent weeks his apartment in Dobrac has been searched several times by order of SPAK, as part of several criminal proceedings.
Fatbardh Lici was killed in revenge, as they suspected that Ibrahimi had killed their friend, Boran Bërcana, and his partner, Silvi Ndoci. Boran Bërcana was suspected of being the author of the TNT attack on Pëllumb Kulla, the Lici's son-in-law.
Bërcana was friends with Gjin Ndoji, who was killed, according to SPAK, by Behar Bajri. Behar Bajri's safet and Astmer Bilali are now officially charged with the murder of Fatbardh Lici.
They were betrayed by security cameras in the city and, with every move, they were focused.
Analysis of the footage and other evidence has convinced investigators that Safet, Behar Bajri, and Astmer Bilali are the perpetrators of the murder.
