
Nazmi Shuli, one of the senior heads of the State Police, at the same time head of the Durrës police station, during the period of 2012, when Elvis Dedaj was killed, is mentioned as an official involved in the criminal activity of the disappearance of evidence in order to favor Festim Qoli, the main suspect in the murder of Elvis Dedaj.
Shuli appears in the testimony of two associates of Justice, Nuredin Dumani and Skerdi Tasit, who show that Festim Qoli had a long chain of police officers in Durrës, who helped him to close the murder case.
At the same time, "Ora News" learns that during the verification of phone records by the prosecution, it was proven that the chief of police in Durrës, Nazmi Shuli, has continuous communications with Festim Qoli both before and after the murder of Elvis Dedaj by Festim Qoli himself.
In the investigation file provided by "Ora News" it is stated that:
"...the mobile number +8745 used by Nazmi Shuli was in telephone contact with the number +8050 used by Festim Qoli (the antenna logs confirmed this) with the number +6183 of Petri Qoli, with the numbers +4519 and +8055 of Agim Gjinit (identified as Festim Qoli's cousin and a gas station employee at the same time), with the number +1049 of Fatmira Habili and Edlir Hasa. Especially Nazmi Shuli, can be seen in telephone contacts with Festim and Petrit Qolin, before, during and after the murder event...".
In that period, the investigative file was investigated by the prosecutor of Durrës, Ndriçim Troplini, who, with all the will and desire to clarify the incident, but also having a policeman who had become a party to the perpetrators of the crime, the policeman who destroyed the evidence and manipulated the witnesses, has decided to suspend the investigation file leaving the papers open.
The two associates of Justice, Dumani and Skerdi Tasi, show in their confession before SPAK prosecutors, that Nazmi Shuli is the man who destroyed the machine gun, which was used in the murder of Dedaj, taking the weapon from the place of the "Rock of Kavaja" , where Henrik Hoxhaj and Festim Qoli had thrown him and by throwing him in a canal of muddy waters in the "Shën Vlash" area.
Dumani has shown that during a conversation he had with Festim Qoli in the premises of his bar, he affirmed that he paid 200,000 euros to these dogs in Durrës, to close the murder file.
In the testimony of two colleagues of SPAK, apart from Nazmi Shuli and the police assistance given to Festim Qoli, the latter was also helped by many other policemen to close the file, whose role in the investigation of this murder will be published in the following days following.
Even, in one case, Nuredin Dumani gives the names of the policemen in Durres, that for the release of his brother, Dashnor Dumani, who at that time worked as an officer in the Guard of the Republic and had shot several people with his service weapon, Festim Qoli, he bribed his men inside the police station, who released Dashnor Duman at midnight.
All the police officers in Durrës, such as Nazmi Shuli and other persons such as Ergys Prifti, are being verified by SPAK, regarding their role in this murder.
The serious crime shocked Durrës, since in June 2012 several machine gun shots took the life of Elvis Dedaj alias Muharrem Habil called in Durrës with the nickname "Loshi".
After the murder of Dedaj, Festim Qoli, who enjoyed strong support in the police, orders the murder of his close friend's mother, Fatmira Habil.
Through two associates of Justice, Nuredin Dumani and Skerdi Tasi, SPAK prosecutors have learned that the murder of Dedaj was organized and financed for 100 thousand euros by his friend, Festim Qoli, who in Durrës is called "Feste" for short.
But in this murder, apart from "Festes" and Henrik Hoxhaj, Elvis Dedaj's close friend, Enea Prifti, who after having lunch with Elvis Dedaj, just broke up with him, took part and informed Festim Qoli on the phone, giving the coordinates of his friend's location.
Festim Qoli together with Henrik Hoxhaj, with the car they had taken from Agim Gjini, immediately went to the road segment where Elvis Dedaj was traveling, firing several automatic bursts at him and leaving him dead on the spot.
In his testimony, Nuredin Dumani stated that:
"...Henrik Hoxhaj was the person who shot at the victim as soon as he was getting into the car. Henriku and Festimi then left with the "Mistubishi" vehicle, which they then set on fire. The "Mitsubishi" car was parked in the garage of Agim Gjini, who had taken it out on the day of the event and given it to Festim Qoli, to finish work. After the Festim Qoli event, he left for Shkozet and took a Lincoln type car to the "Aleksandria" hotel. For the crime Festimi committed, he had given Henrik the sum of 100,000 euros. While the two weapons that were used in the crime were thrown at the "Rock of Kavaja", on the main road. One of the weapons was then taken from there by a police officer, Nazmi Shuli, together with another unknown person, who then threw it into a sewage canal at the overpass in "Shën Vlash". The reason for committing this murder, according to Nuredini, was the fact that Festim Qoli had heard from Plaurent Dervishaj that Eivis Dedaj had later offered around 700.00 euros to kill Festim Qoli...".
While in his testimony, the other repentant Skerdi Tasi stated in SPAK that:
"...we were discussing how we would carry out the assassination of Agim Boriçi, where Henriku told me "...I can't get out of the car and he told me the following: "...I did a job with my brother in Durrës, we hit him in the parade...", he continued explaining the incident to me "...I hit him from the passenger side with "Skorpions", he died directly from the first hit after he fell on the steering wheel and his car crashed somewhere, I get out and approach him I approach him with one leg limping close to the glass and hit him on the head once more and I turn and leave the car running away to the car with one leg, not with both jumping..." When we discussed Henriku another time he told me that the person for whom he had committed murder and whom he considered his brother was Festim Qoli. Festim Qoli often came and met with Henrik at Tony's (Çami) bar, which is called "One Top" in Block, but I never met him there because I didn't want to meet him because Henrik told me I will introduce him to my brother, (Festimi) to whom I will tell him that you are my man and you work for me. So this way of presentation, I refused to meet Festim because I liked the way Henrik wanted to present me...".
Furthermore, Skerdi Tasi added that:
"...Henrik told me that Festim Qoli has many connections in the police. Henriku told me about a person who had a position in the Durrës Police and then in Tirana, at police station No. 2 or No. 3…”.
The case of not independently investigating the murder of Elvis Dedaj, brought after a few years the registration of an even more serious crime, as Festim Qoli, ordered and paid 40 thousand euros to Nuredin Duman, Talo Çela and other people to kill Fatmira Habil, Elvis' mother.
Fatmira was executed only for the fact that she constantly went to the police and the prosecutor, demanding an account from Nazmi Shuli and other police in Durrës to clarify the incident of her son and arrest the perpetrator of the crime, Festim Qoli.
But her interest in the justice bodies brought the reaction of Festim Qoli, who was free, who, tired of the many payments he had made to the police, decided to pay Nuredin Duman and Talo Çela to kill Fatmira Habil.
Her murder was carried out with a knife and the perpetrator took her purse, leaving the impression that the crime had occurred for the motive of robbery./ OraNews
