According to the opposition, the involvement of a private company in the property registration process raises questions about transparency and the protection of owners' rights.
The Democratic Party has expressed concern regarding a tender announced by the Himara Municipality for the management of properties in several villages in the area, warning of possible risks in the property registration and administration process.
In a statement to the media, the spokesperson for Anti-Corruption at the Democratic Party, Genta Vangjeli, said that the Municipality of Himara, under the leadership of Mayor Vangjel Tavo, has announced the winner of a tender worth over 500 thousand euros.

According to the documentation referred to by the DP, the scope of the contract is related to the initial systematic registration of assets and the creation of a database for approximately 7,308 properties in the areas of Çorraj, Fterra, Gjileka, Kallarat, Piluri and Himara.
Vangjeli stated that the private company will have an important role in the process of identifying and registering properties, raising concerns that such a procedure could affect the determination of ownership status in one of the areas of high economic and tourist interest in the country.

In her statement, the DP representative also emphasized that the winning company had previously been a partner in other projects with the company "Gjikuria" shpk, a fact that, according to her, raises suspicions of possible conflicts of interest and favoritism of private interests.

The opposition also refers to the tender documentation, which it claims acknowledges the existence of problems with land cards, cadastral maps and property registrations in the area. The DP claims that the local administration has argued the lack of necessary capacities to resolve these issues, while the process has been delegated to a private company.

The Democratic Party considers this decision dangerous for the legal security of properties and demands full transparency on the procedure, immediate verification of the process and legal guarantees for the protection of the rights of owners in Himara.
