Prime Minister Edi Rama and Serbian President Aleksandar Vučić publicly proposed a formula a few weeks ago for the membership of the two countries, Albania and Serbia, in the European Union, without voting rights.

Through an editorial published in the German media, Rama and Vučić proposed that the countries join the EU through an accelerated procedure.

This could bring tangible benefits to citizens, while simultaneously strengthening the EU’s economic and geopolitical position without burdening the EU’s decision-making architecture and without changing its institutional balance. This would mean neither veto rights, nor additional commissioners, members of the European Parliament, nor changes in voting structures. We are convinced that this would alleviate the concerns of those member states that are reluctant to expand to a larger enlargement ,” Rama and Vučić’s editorial states.

Rama and Vučić further emphasize that "telling future members that they must wait for EU reforms before joining would be tantamount to closing the door. This would be wrong, counterproductive, and even dangerous in these times."

Following this idea articulated by the Prime Minister of Albania and the President of Serbia, a reaction came from Volodymyr Zelensky, President of Ukraine. He called for Ukraine's accelerated membership in the EU, without mentioning whether his country would agree to be part of the Union without the right of veto.

Following the proposal put forward by Rama and Vučić, there was a series of reactions, both from Brussels and from leaders of EU member states. They emphasized the fulfillment of standards, giving clear signals that the rule of law was a non-negotiable condition for the EU.

Even German Chancellor Friedrich Merz declared that all countries must first meet the Copenhagen criteria set by the European Council in 1993.

"These require a stable democratic order and rule of law, a functioning market economy and the ability to meet all the obligations of membership, from accepting political objectives to implementing European legislation. The processes usually take several years," Merz declared.

After him, there was a series of reactions, including that of Marta Kos, Commissioner for Enlargement, who considered rapid membership impossible without meeting the conditions.

As the days pass, it seems that things have changed, but not in relation to the proposal of Edi Rama and Aleksandar Vučić.

Recently, the German Chancellor spoke in favor of Ukraine's closer involvement in the processes of European Union activities, emphasizing that the country's rapid membership in the bloc is impossible, but Ukraine could have a 'closer' integration into European institutions.

As an example of such interaction, the Chancellor mentioned the possible participation of the President of Ukraine in European Council meetings, but without voting rights, or through the gradual involvement of Ukraine in certain policy areas depending on the state of reforms.

Merz stressed the need to launch a process with a strategy of gradual rapprochement of Ukraine with the EU, at the end of which, of course, full membership should stand.

" But we need intermediate steps. I have talked about this several times in recent days with President Zelensky. It is important that this rapprochement now also accelerates the accession negotiations and becomes a bridge towards full membership in the future ," the German Chancellor emphasized.

Earlier, Ukrainian President Volodymyr Zelensky stressed that Kiev "does not need symbolic membership in the EU." According to him, "Ukraine is not defending Europe symbolically, but people are dying in real life."

A day earlier, during the summit of EU heads of state and government in Nicosia, Zelensky called for the unblocking of the negotiating groups for Ukraine's accession to the bloc to continue in May. / Pamphlet /

    Gjermanet armiq te betuar me sllavet na qenkan bere kushurinj me Zelenskin e jo me ne Shqiptaret, wow! Ukraina ka dhjame e mish e na kemi hicgje per ta. Edhe turizmin e bregdetit qe e kerkuan pas Dhjerokracise nuk i lame e keshtu gjithsekush ne hise te vet. Nga te gjithe Gjermanet qe jam perballur asnje nuk me ka dale bure qe te kete respekt e considerate per kombin tone, kur ne te njejten kohe, Gjermania eshte kethyer ne hale grafiti nga tere llumi i botes shumengjyresh, qe ka shkuar atje.
