"Don't abuse sophisms", Dule clashes with Maznik on Territorial

Arbjan Mazniku, co-chair of the Parliamentary Committee for Territorial Reform, was involved in a debate with MP Vangjel Dule, during an open discussion in Gjirokastra, within the framework of a broad consultation on the reform that is expected to be approved within this parliamentary session and with which the next local elections will be organized.

Mazniku and Dule have shared different positions on the reform, while the head of the PBHRN expressed concern about the lack of representation in municipal councils of certain areas, which were once communes, and are today considered part of municipalities.

More specifically, he focused on the Gjirokastra Region, where he emphasized the lack of representation of former municipalities.

" I would like to express a couple of ideas, starting with a categorical objection to the thesis expressed by Mr. Mazniku, which claims to separate us from the basic notion of space. I am concerned about a very fundamental fact, even if we have an ideal local government, even if we have perfect administration, even if we have ideal borders, if democracy does not function, we have failed. We avoid democracy, which is representation. Tell me in this municipality that we are in today, are the former communes of Picari, Antigonëse, Lunxhëria represented in the municipal council? Who will convey their voice in the Municipal Council ?" said Dule.

In his response, Mazniku stated that when we talk only about the territory, we don't get anywhere, because according to him, the problem that needs to be solved is the ability to provide services to citizens.

" This is a first discussion, we will have the opportunity to have other discussions, but together with the co-leader of Reforma we thought we would get the opinions of the citizens. Mr. Dule said that we should discuss the territory without the competencies. I am not saying that we should not discuss the territory without the competencies, because when we talk only about the territory, without the competencies we do not go anywhere, because we must have the ability to provide the service. I listened to everyone without saying a single sentence, I will state the argument as I think about it and I only spoke about one service, which is the construction of roads. But when we talk about cleaning, social services? The question is do we have the services and the financial resources for these services? So I say that the discussion starts from the services ", said Mazniku.

But Dule continued the debate, describing Maznik's statements as 'sophism' and asking him not to abuse his words.

"These are sophisms, you cannot abuse sophisms," Dule replied to Maznik.

On the other hand, Democratic MP Luciano Boçi, co-chair of the Territorial Reform Commission, stated that local government is representation, service, financial autonomy, democracy and decentralization.

" It is natural to have debates and different positions, but local government is representation, service, financial autonomy, democracy and decentralization, this is where we should focus ," said Boçi.
