Did Edi Rama appoint Ferit Hoxha as Foreign Minister to finalize the maritime agreement?
The appointment of Feri Hoxha as head of the Foreign Ministry is shrouded in doubt.
Edi Rama decided to reshuffle his cabinet, following the developments with Belinda Balluku, removing Elisa Spiropali as Foreign Minister. She will be replaced tomorrow by Ferit Hoxha, a career diplomat whose CV is not so clean.
In addition to his brother who appears in the AKSHI file, Ferit Hoxha is also one of the architects of the maritime agreement with Greece, signed during the time of Sali Berisha.
That agreement was overturned by the Constitutional Court 9-0 and the initiator group was placed under investigation by the prosecution, but Adriatik Llalla at that time gave Berisha a pass, ceasing the investigations, even though Greece had been granted Albanian territory. Ferit Hoxha at that time was Secretary General of the Ministry of Foreign Affairs and chief negotiator, therefore the main person responsible after Lulzim Basha, who signed the agreement.
But his appointment now as head of the MEPJ has raised suspicions that he will be used this time by the socialist government for the same thing, to close the 2009-2010 agreement that was struck down by the Court. Rama has left his letters with Athens open and there has long been discussion about taking the case to The Hague.
Captain First Rank and former deputy commander of the Albanian Navy, Artur Meçollari, is the one who states that Rama has appointed Ferit Hoxha as Foreign Minister to close the deal with Athens.
" Ferit Hoxha, the one who plunged the entire country into chaos with the 2009 maritime agreement with Greece, was decreed today by Bajram Begaj as Foreign Minister. Chaos has continued for 17 years in relations with Greece, due to that 2009 agreement overturned by the Constitutional Court. In 2016, the Foreign Ministry reported to the Prosecutor's Office the entire 2009 negotiating group, including its leader Ferit Hoxha. Former Adriatic Prosecutor General Llalla decided in 2017 not to initiate an investigation. It is expected that Begaj will authorize Ferit Hoxha for the new negotiating group to resolve the maritime issue with Greece in The Hague. Begaj has had the Foreign Ministry's proposal for the launch of negotiations in his office since April 2024. But, the competent person was missing ," he writes.
It's no wonder that something like this happens. Whenever Rama wants to make a deal, he finds the right people for it, and Ferit Hoxha is undoubtedly an "expert."
The agreement between Greece and Albania on the maritime borders between the two countries was signed on 26 January 2010 in Tirana. The pact was signed by the two foreign ministers at the time, Dora Bakoyannis from the Greek side and Lulzim Basha, former foreign minister. The agreement sparked debate, after the Constitutional Court overturned the pact, declaring it unconstitutional.
