Chief Prosecutor Olsian Çela answers questions from members of the Albanian Parliament.
Asked about the arrest of lawyer Ulian Barjami, he said that the measure of imprisonment requested by the prosecutor was extreme and unjustified.
"I will link the answer to this question to what I mentioned in the Laws Committee. Today we have problems with the performance of functions by prosecutors, especially young ones. It is unacceptable to move from the courtroom to detention. We have asked prosecutors that the measure of arrest should be the last extreme measure, in any case the assessment must be made very carefully how we will apply criminal offenses. The case in question should not have happened and why can there be room... the measure of arrest in prison is extreme and unjustifiable," he said.
Çela also spoke about the security of the courts.
He said that the serious incident is an incentive to act as urgently as possible, emphasizing that in terms of safety there is much room for improvement.
"Based on the issue that has been discussed and has to do with the serious incident where a magistrate lost his life. This is also related to the condition of the buildings, the trained staff or not, in terms of security, there is a lot of room for improvement. The serious incident is an incentive to act as urgently as possible. We have made our efforts. I believe that some measures are being taken, there is also cooperation with the police. This needs a coordinated approach and a rethink regarding the security of magistrates. There are concerns from prosecutors that we have tried to respond to," said Çela.
