
The Prosecutor General, Olsian Çela, presented to the Assembly the annual report of the institution he heads, emphasizing that during 2024, a significant increase in criminal proceedings for the offense of corruption and for laundering the proceeds of crime was observed.
"Criminal proceedings for corruption have increased, including cases affecting senior public administration officials," Çela declared during his speech at the plenary session.
According to him, during the past year, 569 corruption proceedings were registered, while an increase in the number of defendants convicted for this offense was observed.
"There have been transfers of proceedings for organized crime and corruption to SPAK, as well as a reflection on the decision-making of the courts on the seizure of assets of criminal origin," Çela added.
In total, during 2024, courts have ordered the seizure of assets in 35 criminal cases, with 234 assets seized and 89 assets confiscated, including buildings, land, fields and bank accounts.
The Prosecutor General emphasized that crimes against life have increased, requiring special attention to the protection of vulnerable categories of society.
"The most vulnerable categories of society must be better protected. Domestic violence continues to increase, with over 1,194 people indicted last year alone," said Çela.
According to the report, during 2024, 10,001 defendants were convicted, while over 13,000 requests for security measures were filed.
Çela noted that the most severe measure, "prison arrest", continues to be applied in most cases, although, as he said, "a more in-depth reflection by prosecutors on the proportional use of this measure is still lacking."
In conclusion, the Prosecutor General emphasized that at the regional level, the Berat district had the lowest percentage of crimes in relation to the population, while Saranda recorded the highest level.
