Prosecutor General Olsian Çela, during his speech in the Assembly on the annual report for 2024, stated that due to vetting, it has been a difficult year.
Prosecutor General Olsian Çela has reported for the second time on the balance of work carried out by the Prosecutor General's Office for 2024, this time to the Albanian Parliament. Initially, the report was presented to the Special Committee on Laws, while today Çela will also answer questions from lawmakers.
The report begins with the significant shortage of prosecutors and the high volume of cases that the institution is facing. Çela has described the year 2024 as complex, precisely for these reasons, which he attributes to the vetting process.
"The year 2024, like the previous one, continued to be quite complex for the prosecution offices of general jurisdiction due to the continuation of work with a low number of prosecutors as a result of the transitional reassessment process. However, the efforts and professionalism of prosecutors at all levels, despite the workload, the very good institutional cooperation and coordination with the Special Prosecution Office and the State Police, as well as the intensification and further improvement of international cooperation, yielded results in investigative work, the implementation and improvement of criminal justice, as will be seen in this report", said Çela.
Compared to 2023, the prosecution has reviewed 61167 materials, 10.52% more. A total of 47,576 criminal proceedings were pursued, representing an increase of 4.79% compared to 2023, of which: 24,956 are registered criminal proceedings, 22,441 are carried over criminal proceedings and 179 are resumed criminal proceedings. The highest number of cases were registered in the Tirana Prosecution Office.
"Regarding crime trends, proceedings for criminal offenses against money laundering show the highest increase of almost 59%, those for counterfeiting of coins and securities by 48%, crimes in the field of customs by close to 40%, and criminal offenses related to banking and financial activities by over 33%," said Çela.
In total, the prosecution has received 13,062 requests for the imposition of personal security measures. For about 59.5% of cases, the security measure 'prison arrest' has been imposed, an increase in figures compared to 2023.
The prosecutor reports that for 2024 there has been a significant increase in intentional crimes against life.
"The highest number of proceedings registered for crimes against life committed intentionally is in Tirana, registered respectively about 30% of the total, Korça 12%, Durrës 10%, Fier and Lezhë 8%, Elbasan 6%, Vlorë 5%, while it is noted that the lowest number of proceedings registered is in Dibër, with about 1%," said Çela.
An increase in intentional murders has also been noted. For the year 2024, this criminal offense accounts for 12.46%, while for the year 2023, it was only 4.83%.
"In 2024, 44 proceedings were registered for this offense, which constitutes an increase of 3.14 times compared to 14 proceedings registered in 2023. There was also a strong growth trend for the criminal offense of "premeditated murder", as 31 criminal proceedings were registered compared to 15 proceedings registered in 2023, which constitutes an increase of 2 times", said Çela.
The General Prosecutor's Office also emphasizes the intensification of contacts with internationals, mainly with Belgian and Dutch authorities for criminal offenses in the field of laundering of criminal proceeds and serious crimes.
Olsjan Çela announces the cooperation between the LGJ and the Ministry of Justice to improve the infrastructure for the prosecution offices. The project has been completed and a request has been filed with the Ministry of Justice to secure the construction site for the new building, while requesting that the issue of financing and terrain be clarified.
Another problem is the issue of archiving files, for which the prosecutor says the situation is getting worse.
"An urgent problem that remains to be solved is the one related to archives, where the situation continues to worsen, even though administrative measures have been taken in this regard by our side. I assess that there is a need for legal intervention regarding the precise determination of the retention period of criminal files, according to best European practices, as well as for taking adequate inter-institutional measures to ensure the infrastructure that will enable their preservation," said Çela.
