Sali Berisha has admitted that Law 7501, introduced by him, is an unfair law regarding property. During the presentation of the property plan, Berisha said that that law was dictated by the situation and need of the time.
"The first laws we passed were dictated laws, of course another reality existed, a difficult one. But, absolutely my friends, they were laws dictated by that anti-property psychology, in which recognition, return, and in many aspects the transformation of Albania into a human reserve made the immediate return of lands to their owners very difficult.
If it weren't for this psychology, I'm very sure that Law 7501 wouldn't be what it is. So, Law 7501, an unfair law against property, was first dictated by the reality where 75% of Albanians were confined to the countryside, and if you took away their land, they would be left with only the sky covered, but there's no question that that definition, that law was based on an open anti-property psychology. So, this is in the attitude towards the owners," he said.
