Berisha donates MPs to allies, like herds of cows that register to receive state

Those farmers who do not meet the minimum number of 10 cows, or 100 sheep or goats, according to the law to benefit from state funding, formally borrow livestock from farmers who have more heads than the law stipulates for subsidies...

On May 11, the Chairman of the DP, Sali Berisha, with the votes of the Democrats, donated 4 MPs to the Freedom Party and 1 MP each to the Republican Party (PR), the Party for Human Rights (PBDNJ), the Party for Democracy, Integration and Unity (PDIU) and the Agrarian Environmentalist Party (PAA), reducing the DP to only 42 MPs.

But Berisha does not stop there. He has started a new bargain, to reduce the DP parliamentary group to 35 members, by donating Democratic deputies to small allied parties, so that they can create separate parliamentary groups. According to public statements, Berisha will donate 3 more deputies to Ilir Meta to create the Freedom Party parliamentary group, while he will give 3 others to 4 small parties to form parliamentary groups.

This amoral bargain, similar to the ploy of villagers registering fictitious herds of cattle to obtain subsidies, has the same logic: financial benefits and administrative privileges, without any real effect on production or political action. In the case of the villagers, they borrow cattle to supplement the legal number and additional benefits from the state. In Berisha's case, deputies are donated to small parties only to gain additional funds and privileges within parliament.

The creation of these party groups is not related to strengthening the opposition, but to concrete benefits: group leaders receive a 5% salary increase, 20% more in the per diem fund, doubling of telephone and fuel payments, while parliamentary groups benefit from offices, additional funds, secretaries, administrative staff, and representation in international delegations.

This scheme is not new. In 2021, the parties of Fatmir Mediu, Vangjel Dule, and Shpëtim Idrizi borrowed MPs from the DP and created the puppet parliamentary groups "For Democracy and Integration" and "Alliance for Change."

Like villagers who register fictitious herds of cattle to benefit from subsidies, Sali Berisha and his allies are using democratic deputies to benefit from unlimited benefits in parliament, transforming parliamentary groups into an instrument of personal enrichment, rather than strengthening opposition action./ Pamphlet
