On April 26, 2024, the Association of Anti-corruption Lawyers filed a criminal complaint with SPAK against the Director of the School of Magistrates, Arben Rakipi, on the charge of "Corruption, fraud and falsification of documents and abuse of office", related to the acceptance of students as prosecutors and judges.

Due to the approaching time of the beginning of the academic year with a client-introduced candidate, SPAK has registered and immediately started the case, engaging the National Bureau of Investigation, to conduct an accelerated investigation on the basis of concrete facts.

The investigation included the public complaint of many candidates for the School of Magistrates, who stated that after the start of the test, the lecturers withdrew the exam papers and changed the content of the thesis, by order of the director Arben Rakipi.

The fact that the tests were not corrected with the electronic device "ScanTron" is being investigated, because the director Arben Rakipi included in the list of winners, candidates connected to high officials of politics, government, state, justice, oligarchs and even exponents of the underworld. .

Based on this accusation, the fact is being investigated that in the first phase of the exam, director Arben Rakipi announced 79 winners, but after the protest of unfairly disqualified candidates and the reaction of the media, the list went to 121 winners, while after midnight on April 24, added 10 more names.

But 7 concrete denunciations of candidates have been filed in SPAK, for the sale of seats at the Magistrate's School; carried out as a bargain by the realtors of director Arben Rakipi and several members of the Board of Directors, such as Maksim Haxhia.

These denunciations were initially sent to the Governing Council of the School of Magistrates, but the council led by Arben Rakipi and with the Deputy President General Prosecutor, Olsian Çela, ignored their denunciations, and the council even defended the scandal of falsification of the list of winners.

BKH has found evidence of corruption and is investigating the purchase of student admission places for prosecutors and judges at the School of Magistrates, filing names of customs officials, tax collectors, police chiefs, family members of businessmen and traffickers, who have paid thousands of Euros to be on the winning list. .

So far, 4 BKH agents conducting this expedited investigation have interrogated 7 whistleblowers and 3 candidate representatives who publicized the fake exam scandal.

While after them, official information will be requested from the Governing Council of the School of Magistrates, and Arben Rakipi will be asked as a person criminally charged by the Lawyers' Association, with the charge of "Corruption, fraud, falsification of documents and abuse of office".

If the investigation proves these accusations, which are based on concrete facts, SPAK will request the invalidity of the exam, the list of winners and the suspension from office of the director Arben Rakipi, who carried out the forgeries and bargains./Pamphlet
