Prime Minister Edi Rama, during the meeting with the SP parliamentary group and the government cabinet, announced the creation of a new operator company for concentrated purchases.
Focusing on public procurement, he said that there is still corruption, while adding that since April 25, no minister has anything to do with tenders, and that the public company of the operator of centralized purchases will act for these.
"Returning to public procurement, this is not enough for us. We have taken another step forward. This majority has passed the proposal of the government to create the public company of the operator of concentrated purchases, which officially started work on April 25, and it will carry out all the procurements of the ministries and their dependent institutions. To put it bluntly, no minister and no dependency structure will have anything to do with tenders, but will deal only with sectoral policies. This company is built according to the best European models, it will be assisted by a European partner company, it will offer its services to all local government units or other units outside the executive power, which we cannot force by law to give up organizing tenders. Also, the centralized purchasing operator is building a digital catalog of small purchases for all public institutions, so that they do not tender for every blackboard, office chair or table but buy directly from the catalog called ark zone, a kind of Amazon of goods for all support services of institutions, saving time and money and above all closing the door to corruption", said Rama.
