A year ago, Prime Minister Edi Rama declared that in order to fight corruption with tenders, it is thought that they should be removed from state institutions and entities and developed by the private sector with a concession.
The scheme to pass the development of tenders with PPP was the subject of the government meeting on April 17, 2024, where at the proposal of Minister Blendi Gonxhja, it was decided to experiment with a PPP Project, with the State Operator of Centralized Purchases.
With VKM no. 245, proposed by Blendi Gonxhe and signed by Babloku, it has been decided that the documents, the announcement and development of tenders, will be prepared and developed by the Operator of Centralized Purchases, against a fixed financial fee, which has been set by the government.
In the decision, it is stated that the state authorities should take each tender to the Operator of Centralized Purchases; which, from a state agency turned into a joint stock company; where every institution and public entity must experiment with the development of tenders and auctions, with the following fees:
- For the preparation and development of procurement procedures, state institutions and entities will pay 2.5% of the value of the limit fund of each tender worth up to 2 billion old lek without VAT, which is 50 million old lek without VAT for each tender .
- For the preparation and development of procurement procedures, for each tender worth up to 2 billion old lek without VAT, they will pay a fixed fee of 50 million old lek.
- For any consultancy related to the preparation of procurement procedures, the state institutions will pay 70 thousand old lek for each hour of consultancy work, which the joint stock company will do; while the payments must be made within 10 days from the submission of the request for the drafting of the tender; if they do not pay the fee within 10 days, their tender documentation is blocked.
This experiment will be monitored by a structure of the ministry headed by Blendi Gonxhe as an allegedly anti-corruption method in terms of innovation; which is actually the first step towards the plan for the development of concession tenders and auctions, implementing the Bablok scenario.
Already, the fees for every service that the state will pay, for the preparation of every tender and auction, have been determined, initially at the joint stock company "Operatori i Blerjeve te Krjeve ke koncentruara", while after 6 months, this company will be merged and the tenders will be awarded with a concession to the private sector. .
This scenario was confirmed to "Pamflet" by a source from the Ministry of Finance, who, together with Minister Blendi Gonxhe, started drafting the tender concession project.
