
The head of the parliamentary group of the Democratic Party, Gazment Bardhi, will go to SPAK today to testify about the case of the cocaine laboratory in Xibraka, where he claims that Olsi Rama, the brother of Prime Minister Edi Rama, is also implicated in it.
The session will start today at 10:00. While it was planned for Bardhi to appear on May 15 in SPAK, to testify in relation to the above case, it was postponed at the request of Bardhi himself to today, May 24, due to an official visit to the Bundestag.
Reopening of investigations
Bardhi will be interrogated by SPAK prosecutors as a person who has knowledge of the circumstances of the investigation.
SPAK reopened Xibraka's file at Bardhi's request, registering criminal proceedings no. 88, of 2024, resuming the suspended investigations in relation to criminal proceedings no. 335/1 ("Xibraka" file), of 2016, registered in the former Prosecutor's Office at the Court of First Instance for Serious Crimes, Tirana.
According to Bardhi's complaint, an unidentified person, aged 45, appears to have used the vehicle with license plate AA 653 DM. According to TIMS data, Olsi Rama is the user of this vehicle, together with the other three leaders of the criminal organization.
Bardhi referred to the documents of the Prosecution of Serious Crimes and the data of the TIMS system to prove, according to him, the fact that Olsi Rama used during 2014 the same car as the other convicts of the "Xibraka" file, where the police discovered at that time a cocaine processing laboratory in the village of the same name.
According to him, the connecting thread between Rama and the other members of the group was the car with license plate AA 653DM, used by them and registered in the TIMS system at the entrances and exits from the country.
The TIMS documents made available by Bardhi show that Olsi Rama entered the territory of Albania three times with this car on June 8, 2014, July 13, 2014 and August 8, 2014; respectively from the border points of Kapshtica, Qafe Thana and Qafe Bota. The same car was used several times by Gentian Gjonaj from April to November 2014 and by Ermal Hoxha, the grandson of former dictator Enver Hoxha, in November 2014.
According to Bardhi, the prosecution and the Albanian court have accepted that the convicted persons are not the only persons who were involved in this criminal activity, but an investigation into the unidentified persons has not yet been definitively closed.
In March 2016, the Prosecution of Serious Crimes separated the proceedings for the unidentified accomplices, which according to Bardhi was only one, dictated by the surveillance services as the driver of the above car and described in the prosecution documents as "45-year-old with short hair".
The investigation into the group involved in the cocaine production laboratory in Xibrakë started in December 2014, after the information arrived in Albania by the German authorities. In January 2015, the Serious Crimes Prosecutor's Office indicted 9 people for drug trafficking and the creation of a structured criminal group.
The Prosecution of Serious Crimes accused Genci Xixa of being the leader of the criminal group involved in the cocaine laboratory, but he was never arrested by the police. The members of the group were sentenced to 104 years in prison by the Court of Serious Crimes, but the sentences were reduced on appeal and some of them, as in the case of Ermal Hoxha, were released earlier for "good behavior".
Regarding the accusations against Olsi Rama, Gazment Bardhi requested an interpellation in the Parliament with Prime Minister Edi Rama, but the latter rejected it, even the socialists led by Speaker Lindita Nikolla rejected the request in the Council of Mandates.
