Edi Rama has appointed a former Democratic Party official to one of the most important government directorates. Artur Papajani, former director of Taxes during the PD government, has been appointed director of the Mandatory Health Care Insurance Fund (FSDKSH). A public institution that administers all the money collected from citizens for health insurance, a real bank that collects and distributes millions of euros, except that it does not provide loans or interest.
FSDKSH is among the most powerful institutions in the state pyramid, almost a counterpart to customs or taxes, with the difference that it does not depend on business activity, but collects automatically from every citizen who receives a salary, rich, middle-class or poor. However, unlike taxes and customs, it is not in the center of public attention, therefore it is less exposed.
This directorate, for years, has been given as a “political concession” to the Cham lobby, initially close to Shpëtim Idrizi and then to people connected to Rama. Rama himself has often presented FSDKSH and ISSH as a “piece of cake” for allies who brought over 100 thousand votes at the national level. But the reality showed that these parties never brought more than 30–33 thousand votes, never enough for a full mandate.
The stable result of the SP, over 800 thousand votes, has always come from ordinary socialists. Even in the elections of May 11, Rama received fewer votes in Tirana than in 2021 or 2023. The mandates were secured only by the weakness of the opposition and its fragmentation. The shrinkage of the SP is a process that has already begun, and to regain militant enthusiasm, Rama would have to share power with the base. But he refuses, because the sharing of power strengthens internal lobbies, which he cannot control.
The clearest example is Erion Veliaj, who received more votes in Tirana than Rama himself. Veliaj built alliances on the ground, while Rama did them from above, using bargaining with small parties or, as now, with the Democrats. Papajani's appointment is a clear message: anyone who becomes a factor in the SP will be punished, because the only factor must be Rama.
This is what happened with the imprisonment and isolation of Veliaj, with the removal of his entire team from the municipality and institutions, as evildoers. A cruelty that has opened great wounds within the SP. The expelled are today motivated to battle against Rama, with Veliaj as a reference and symbol of resistance.
Rama is unprepared for this duel. On the one hand, he does not know how Veliaj and his followers will behave; on the other hand, he is unsure whether the "monster Berisha" will work anymore as an alibi to keep the socialists united. Because the facts that are coming out in public show that Rama shares power with Berisha, not only with tenders and building permits, but also with key positions: from Bledi Sulaj in Tirana, to other names in Vlora, and to possible mayoral candidates proposed by the "democrats".
This happens while in his four governments, Rama has not opened any space for new careers in the PS, preserving only the narrow clan. Therefore, the Socialist Party finds itself today at a critical moment: either it will start an internal battle that brings important developments, or it will remain hostage to a man who has learned to survive only by sharing power with yesterday's enemies and suppressing his own friends.
In this logic, the eager democrats become Rama's political "proxy" against Veliaj and every other current within the SP. A dangerous strategy, which cannot save him from the imminent political end./ Pamphlet
