Altin Dumani refused to open a preliminary investigation into the strange flights of "Ismail", despite having an official recommendation from the FBI and indications supported by international partner services...
A confidential source within the National Bureau of Investigation has confirmed to "Pamphlet" that in January 2025, the FBI resident office in BKH and SPAK officially submitted to Altin Dumani a direct recommendation to launch a preliminary investigation regarding Prime Minister Edi Rama's travels on the government charter plane "Ismaili".
This recommendation is accompanied by concrete evidence, collected by the FBI itself and by other intelligence services of EU and NATO partner countries that have anti-corruption and anti-mafia operational agreements with the United States of America.
Despite this detailed request, SPAK director Altin Dumani did not authorize any investigative moves, did not charge BKH with preliminary verifications, and did not respond to the FBI office at all until April 20, 2025. This silence, in light of a clear transatlantic partnership in the fight against organized crime, has raised strong suspicions of personal bias, cover-up of figures under investigation, as well as direct violations of international obligations.
Duman's lack of reaction forced the FBI office in Albania to undertake a parallel independent investigation, seeking official information about the real destinations, official and unofficial reasons, as well as the accompanying persons on the charter flights with the "Ismaili" - an aircraft with diplomatic status, but for private use by the head of the Albanian government.
Since April 25, 2025, FBI agents have sent official requests for documentation to a number of Albanian state institutions. Specifically:
-The Directorate of Government Service, as the authority that signed the contract for the use of the charter and that manages the funds for the Prime Minister's trips;
-The "Air Albania" company, which technically owns the "Ismaili" aircraft and is responsible for the destinations and flight calendar;
-Albcontrol, as the state authority that licenses and monitors the air movement of aircraft within and outside the territory of Albania and as a 10% partner in "Air Albania";
-The State Police, to obtain data on the aircraft's baggage and entry-exit itineraries at Rinas, as well as on the passengers who accompanied Rama on these trips or traveled in his absence, with special authorization.
TIMS system data was also requested for any individual who accompanied the Prime Minister on these trips or who traveled independently on the "Ismaili" charter, in the absence of any other government official.
It is not yet known why exactly the FBI requested this data. However, our sources confirm that the investigation is proceeding without the presence of SPAK, while the hermetic nature of the flights, the countries traveled to – such as Istanbul, Ankara, Dubai, Abu Dhabi, Belarus, Azerbaijan and destinations outside the EU – and the people involved, are elements that do not unnecessarily activate the FBI, except when there are suspicions of serious activities such as money laundering, international trafficking, or violations of sanctions and strategic agreements.
This dynamic comes at a time when Edi Rama is facing public accusations of close ties to organized crime figures, to whom he has donated public funds, state assets, construction permits for towers and resorts, as well as strategic licenses in sectors closed to ordinary citizens./ Pamphlet
