Here are the changes to the Electoral Code...

The second pact between Sali Berisha and Edi Rama on the diaspora vote is being finalized. After the pact a year ago where it was decided that for the first time the diaspora would also vote, a second agreement was reached today, again interfering with the Electoral Code.

The SP and the DP joined their votes to pass 3 changes: that the postage be paid by the state, that the votes of emigrants be counted by political commissioners, and that the election deadlines be brought forward by 10 days.

" Balloons completed by voters outside the territory of the Republic of Albania and secreted are sent to the official address of the Central Electoral Commission through the postal service. The costs of sending and returning the ballot and any other electoral and informational material from the Central Electoral Commission to voters from abroad are paid by the CEC ," the draft states.

Meanwhile, the DP's proposal to vote with foreign passports or identification documents has been left to the CEC to decide. The ball has passed to the Regulatory Commission, which must decide whether Albanians with foreign citizenship will be allowed to vote or not.

The counting and evaluation of votes from outside the territory of the Republic of Albania is administered by a commission composed of 4 members and the secretary, appointed by the State Election Commissioner. The proposal for 2 members is made by the largest party of the parliamentary majority and for the other 2 members the proposal is made by the largest party of the parliamentary minority. The secretary of the commission is appointed on the basis of free applications and must be a lawyer by profession. The members and the secretary must meet the conditions and criteria set out in Articles 30 and 31 of this Code. If the number in the final list of voters from abroad is greater than 80 thousand, the State Election Commissioner may establish more than one commission for the counting and evaluation of votes from abroad, provided that the evaluation of votes from a district is carried out by the same commission ,” the draft states.

The parties have also agreed on two other changes to increase the funding ceiling and the time of television advertising during the campaign. The DP proposed in the Laws Committee to have more television space for candidates on the open list so that they have more opportunities to campaign. And according to the agreement, the time for candidates who are subject to preferential voting for each electoral subject by each private radio and television cannot be more than 140 minutes.

" The total broadcast time of political advertisements for candidates on the multi-name list who are subject to preferential voting for each electoral subject by each private radio and television station cannot exceed 140 minutes ," the draft states.

On the other hand, with the proposal of the Socialist Party, the financing of political parties will also change.

"The amount of expenses incurred by an electoral entity, excluding its candidates, for the election campaign must not be more than 5 times greater than the highest amount that an electoral entity has received from public funds for electoral purposes, in accordance with Article 88 of this law," the draft states.

Meanwhile, political party candidates can self-finance their campaign up to 3 million new lekë.

" Candidates of a political party or electoral coalition registered as an electoral entity have the right to self-finance their campaign up to the amount of 3 million lek. The declaration of this self-financing is submitted by the candidate together with the financial report submitted by the electoral entity to which he belongs, according to Article 92/3. The candidate makes the declaration according to this point in accordance with the models approved by the CEC. The CEC approves the financial reporting models of candidates of electoral entities within 10 days from the entry into force of this law. Violation of the provisions made in this point by the candidate of the electoral entity is subject to the sanctions provided for in Article 173 of this Code ," the draft states.
