Contracts and agreed figures do not lie: the Italy-Albania protocol for immigrants is a hole in the state coffers. The expenses, about 900 million euros in total, include the construction of structures, management of the centers, overtime work, food and accommodation of the Italian police forces stationed in Albania. Hospitality is entrusted to two large hotel structures.
" Domani " revealed that the owner of the company that benefited the most from public money from the government of Giorgia Meloni has strong ties with members of the party of the Albanian Prime Minister Edi Rama.
But let's start from the last failure of the "Albania" operation, i.e. the return to Italy of the last seven immigrants sent to Gjadër.
The judges again decided not to accept their detention. The Libra ship of the Navy and that of the coast guard continue the ping-pong between the Albanian and Italian coasts, with further costs. Added to this are those related to the food and accommodation of the Italian agents employed in the city of Rama.
After the nine million provided by the Ministry of Interior to cover the accommodation and food expenses of 295 policemen in the luxury resort ' Rafaelo ' for a year, the Ministry of Justice, as revealed by " Domani ", is ready to close a "negotiation procedure" worth over 993 thousand euros for the provision of food for prison employees, from December 2024 to December 2026. With the option of another 993 thousand euros for 24 more months. A total of over 2.4 million approved.
In practice, it is another direct procedure, so no competition. From what can be read on the website of the ministry, a notice was published on November 4 with the aim of finding companies for two lots, until November 19. The first is for the supply of three daily meals for penitentiary police officers (minimum 12 and maximum 36); the second concerns the food and accommodation of "four units in the central functions sector". In short, while the agents have to sleep in the prefabs, the managers will be guests at the seaside resort.
Even this procedure, like many others discovered by this newspaper, is based on urgency, so there are no tenders, considering "the strict deadlines that must be respected for the activation of the essential services of reception and food administration for service workers in IEVP Gjadër", the announcement states. However, there was plenty of time: the protocol was signed a year ago.
It is possible that the two lots will be entrusted again to the hotel "Inheritor" in Shengjin, equipped with swimming pools, quality rooms, with which the ministry has already concluded an agreement, which began on September 15 and will last until the 14 December, in a total amount of 152 thousand euros. Its offer was lower than that submitted by ' Rafaelo Resort ', which received its share: it has already provided food and accommodation for nearly three hundred state police officers.

If it is not the Albanian government that benefits, it is the private individuals who fill their pockets. The real owner of the 'Rafaelo' resort is Mark Gjinaj.
From 2018 to 2022, the hotel's revenue quadrupled. A figure that has grown exponentially also because since October 2021 he has hosted (with the money of the United States) hundreds of Afghans (the ones Rama was referring to in the interview) who left Kabul after the departure of the Western armies. The latest data reveals that, in 2022, Rafaelo Resort's revenue reached almost $14 million. The next budget will be richer, thanks to the millions earned thanks to the Italian government.
Of course, therefore, Gjinaj continues to do business with immigrants and thanks to the agreements made by Rama. Among himself, the entrepreneur has been skilled in building a business network in various sectors: from tourism to the construction sector, to the energy sector. And he was equally capable of creating outstanding political relations with various exponents of the Albanian Socialist Party of prime minister Edi Rama, and even with ministers.
Political network
Gjinaj actually has important connections with the Albanian political class. On more than one occasion he appears in several photos published on Facebook together with the secretary of the Albanian Socialist Party Blendi Klosi (former Minister of Tourism in the Edi Rama government from 2017 to 2021) and Ruzhdi Kurtishaj (chairman of the Association of Tourism of Kosovo).
