
The Democratic Party has filed a request in Parliament to establish an Investigative Commission regarding the National Agency for the Information Society (AKSHI) scandal, as well as the SPAK investigations, where the defendants are suspected of acting as a structured criminal group, including hostage-taking and tender manipulation.
Through this initiative, the DP aims to assess the level of cybersecurity and the protection of citizens' data, as well as analyze the risks to national security and the obligations arising from Albania's membership in NATO.
In the request addressed to the Speaker of the Parliament, Niko Peleshi, the opposition highlights the accusations raised by SPAK against the former director of AKSHI, Mirlinda Karçanaj, her deputy Hava Delibashi, businessmen Ergys Agasi and Ermal Beqiri, as well as police officer Erion Ismaili. According to the Prosecution, they are accused of unlawful deprivation of liberty, violation of equality in tenders, money laundering and participation in a structured criminal group.
Referring to several concrete cases, the DP emphasizes that the Parliament should intervene within its competences, as according to it, citizens have been constantly exposed to data leaks, critical state infrastructure has been accessed by private companies with criminal interests, and Albania poses a potential risk to NATO's security architecture.
"The request for the establishment of an investigative committee by the Assembly meets the following three constitutional criteria: (i) the issue concerns the legislative function and other functions for which the Assembly is authorized to take legal measures; (ii) the object of the investigation focuses on a specific issue; and (iii) there are sufficient data and indications that prove the existence of problems and reasonable doubts regarding the legality of the actions and inactions of Albanian institutions and officials in the functioning of the National Agency for the Information Society (NAIS), in the administration of public procurement procedures, in ensuring cybersecurity, in the protection of citizens' data, as well as in the administration of the critical digital infrastructure of the state.", the request states.
According to the DP, the investigative commission should examine in detail issues related to cybersecurity and personal data protection, as well as assess their impact on national security.
